- Page 2 of 2 Intent to sole source The Tennessee Valley Healthcare System (Research & Development) intends to negotiate on a sole-source basis with The Brigham and Women s Hospital Inc. located at 75 Francis Street, Boston MA 02115-6110, pursuant to FAR 6.302-1(only one source) for the procurement of: The Canary Software Tool: 1) Provision of the version of the Canary tool that has been optimized for extracting statin adverse events from the Partners electronic health record; 2) Evaluation of Canary tool recall and precision on a provided set of VA clinical notes (the training note set); 3) Modification of the Canary tool so that it is capable of categorizing VA patient notes from the training set regarding whether the note documents one or more statin-related adverse events in the patient with a precision and recall exceeding 90% and 85%, respectively; 4) delivery of the modified Canary tool; 4) Evaluating precision and recall of the Canary tool when run on a test set of VA patient notes, which will be distinct from the training set; and 5) Reporting of the performance of the Canary tool on the test set of notes in a form suitable for publication in an academic journal. These tasks will be completed in order on a monthly basis for 5 months. The Canary tool is the only tool currently available in natural language processing (NLP) system capable of identifying and extracting adverse events related to statin usage from text. Based on our investigations, our knowledge of the state of natural language processing tools, and our expertise in use and adverse effects of statins, there is no one with the combination of expertise in natural language processing and statin usage who has developed a tool that specifically extracts the information needed for our project. This notice of intent is not a request for competitive quotes; however any responsible source who believes it is capable of meeting this requirement may submit a capability statement to the contracting office no later than Tuesday, September 24, 2019 @ Noon ET. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
