- td The purpose of this Notice amendment is to 1) provide additional information about the upcoming acquisition, 2) request information from industry, 3) provide a draft Request for Proposal, and 4) notify industry of the upcoming Virtual Industry Day. The Government would like to provide additional information pertaining to the upcoming solicitation. 1.The scope of this contract vehicle is now going to support environmental services for all DoD agencies within the US European command (EUCOM) and US Africa Command (AFRICOM) AORs. Decentralized ordering is anticipated. 2.The ceiling price of this contract vehicle is anticipated to be $70M 3.The ordering period is anticipated to be 5 years, with an option for an additional 5 year ordering period. Execution may extend one year beyond the ordering period. 4.The Government seeks contractors who are capable of performing environmental services throughout the EUCOM and AFRICOM AORs. Contractors are encouraged to establish teaming arrangements which are capable of meeting the Government's requirements. Note: These details are notional and may change in the future. Request for Information In order to finalize acquisition planning, the Government seeks responses to the following questions: 1.If you were required to establish rates for labor categories performing in Europe or Africa, which industry survey(s) would you use? What method would you use to calculate appropriate rates for OCONUS locations? 2.What escalation rate would you use to account for annual rate increases? What is the source of that escalation factor? 3.Please provide a list of labor categories that you anticipate needing to fill the requirements within the PWS 4.Does your company currently have a Forward Price Rate Agreement or Forward Price Rate Recommendation with DCMA? 5.Do you plan to compete for award of this effort? 6.For the purposes of the Phase 1 Highest Technically Rated Offeror; will 30 work samples be sufficient to adequately capture your past experience (See Section L for more information). 7.The Government is considering limiting the page count for the Phase 1 HTRO to 1000 pages, will that be sufficient? (See Section L for more information). 8.What types of substantiating data do you plan to provide for the Phase 1 HTRO competition? 9.The Government will be including Cost-Type CLINs on this contract, do you have an adequate cost-accounting system? 10.Have you performed environmental services for the US Government within the AFRICOM AOR? If so, in which locations? 11.Have you ever managed multiple projects at a single site? If so, in which environmental program areas? 12.Have you ever managed projects for similar environmental program areas at multiple installations within a single region? If so, which program areas, and which regions? Draft Request for Proposal (RFP) The Government requests that interested parties review the draft RFP and provide questions/comments in the blank Comment Resolution Matrix (CRM) provided. Interested parties are requested to provide answers to the Request for Information, and question/comments on the draft RFP no later than 1500 CEST Wednesday, 21 August 2019. Please email responses directly to the primary and secondary POC on this notice. The Government will host a Virtual Industry Day with interested parties on Thursday, 15 August 2019. The Government will upload industry day slides by close of business on Thursday, 08 August 2019. The industry day slides will contain general information about the program and about the upcoming acquisition. Each interested party will be allotted a 15 minutes one-on-one teleconference, and will be permitted to ask questions about the solicitation and any documents that have been received to date. Interested parties should send an email requesting a Virtual Industry Day to the primary and secondary POC on this notice. Requests shall be made no later than 1500 CEST, Monday 12 August 2019. Once received, the Government will assign you a time slot, and will request that you provide a teleconference number for the Virtual Industry Day. This Notice Amendment also provides the latest status of the subject acquisition, to identify changes to the acquisition strategy, to provide questions to industry comments, and to provide the latest draft solicitation. NOTICE: The Government intends to issue a solicitation in accordance with FAR 15.3 as supplemented for envirnomental services within the US EUCOM and US AFRICOM AORs. The solicitation number is FA5641-19-R-A007.The notional schedule to release the final solicitation is 03 October 2019. Current Acquisition Strategy: The following changes have been made to the acquisition strategy. -The ceiling value is $90M -The Government no longer intends to hold a two phased acquisition. The Government will hold a single phased acquisition in which evaluates Past Experience and Past Perfromance (See Section L & M for details). -At least 30 days will be permitted for proposal submission. Interest Parties are asked to review the attached draft solicitation and provide comments or questions in the attached blank comment resolution matrix no later than COB Monday 23 September 2019.
