Includes full text of mandatory vendor fill-in of FAR 52.204-24 Statement of Need provides details of minimum technical specifications/salient characteristics of requirement COMBINED SYNOPSIS/SOLICITATION Utility Terrain Vehicles (UTVs) delivered to the National Weather Service in Bellemont, AZ, Salt Lake City, UT, and Reno, NV (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RFQNWWT4201-19-00131. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. (IV) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 441228. The small business size standard is $35.0m. (V) Line Item 0001 - Quantity 1 EACH. UTV, brand name or equal to Can Am Defender X MR or Polaris Ranger XP100 EPS. Price to include freight shipping to FOB Destination in Bellemont, AZ. Additional details of the minimum specifications are provided in the attached statement of need. Line Item 0002 - Quantity 1 EACH. UTV, brand name or equal to Can Am Defender X MR or Polaris Ranger XP100 EPS. Price to include freight shipping to FOB Destination in Reno, NV. Additional details of the minimum specifications are provided in the attached statement of need. Line Item 0003 - Quantity 1 EACH. UTV, brand name or equal to Can Am Defender X MR or Polaris Ranger XP100 EPS. Price to include freight shipping to FOB Destination in Salt Lake City, UT. Additional details of the minimum specifications are provided in the attached statement of need. (VI) Description of requirements is as follows: This requirement is for the purchase of a total quantity of three (3) Utility Terrain Vehicles, with one (1) each delivered to the National Weather Service (NWS) offices in Bellemont, AZ, Reno, NV, and Salt Lake City, UT. Several NWS equipment sites are only accessible via rough, unimproved mountain terrain roads. Road conditions vary throughout the year with a mixture of rocky, muddy, snowy and washed out areas and are often unpassable for regular on-highway vehicles. Information about the minimum technical specifications of the UTVs is provided in the attached statement of need. (VII) Dates and place of delivery and acceptance: All line items are to be delivered to their respective addresses within 30 days of contract award, FOB destination, to the following: Line Item 0001: National Weather Service Hughes Ave Building 49 Camp Navajo Bellemont, AZ 86015 POC: Mike Moroney, Phone 928-600-0962 Line Item 0002: National Weather Service 2350 Raggio Parkway Reno, NV 89512 POC: Mike Freitas, Phone 774-673-8107 Line Item 0003: National Weather Service 2242 W North Temple Salt Lake City, UT 84116 POC: Greg Wallace, Phone 801-524-4378 The shipper must contact each POC prior to making delivery. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (OCT 2018), applies to this acquisition. This is a Best Value acquisition. NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Quotes that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1. Quotes shall be fully executed and returned on your own company quote format; there is no standardized form to submit for this RFQ. a)The quote must include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. b)The quote must include the representations required at FAR 52.204-24, included in the attached Provisions. 2. Submit quotes to the office specified in this solicitation at or before the time specified in the solicitation. E-mail quotes are acceptable and preferred, and shall be sent to Jen Brown, jen.brown@noaa.gov. Quotes may also be faxed to Jen Brown at 801-524-5246. If you send the quote by fax, please call 801-524-5125 x239 to confirm the fax was received. 3. At a minimum the contractor shall provide the following information: a)Point of contact name, telephone, and e-mail address. b)DUNS Number (IX) FAR 52.212-2, Evaluation-Commercial Items, applies. The following factors shall be used to evaluate offers: (i) Price (ii) Technical capability to meet Government requirements (iii) Compliance with solicitation requirements These evaluation factors, other than price, when combined, are approximately equal to price alone. (X) The provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, must be completed and included with the quote. (XI) FAR 52.212-4, Contract Terms and Conditions-Commercial Items (DEVIATION 2017-02), applies to this acquisition. (XII) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEVIATION 2017-02), applies to this acquisition. The additional FAR clauses applicable to the acquisition are provided in the attached Clauses. (XIII) Additional terms and conditions that apply to this acquisition are detailed in the attached Must Read RFQ Documents.
