Description
The Department of Veterans Affairs intends to negotiate a sole source contract with Olympus Corporation of the America s exclusive authorized Service Disabled Veteran Owned Small Business (SDVOSB) Distributor Alliant Enterprises, LLC (Alliant) to purchase one (1) Ultrasound Broncho Fiber Video Scope with a detachable Cable for Alpha 5. The Dayton VA Medical Center s Pulmonary Department is standardized with Olympus products. All Bronchoscopes must be viewed on an Olympus monitor which the Pulmonary Department currently owns. As a result, any new procurement must be compatible and interchangeable with the existing equipment. The North American Industry Classification System Code (NAICS) is 334510. The Government believes that Olympus Corporation of the America s is the only provider that can satisfy the agency requirements. Therefore, the Government intends to proceed with a sole source for the required scope and the associated cable. This procurement is being conducted in accordance with FAR 13.106 only one responsible source and no other vendor will satisfy agency requirements. To the best of our knowledge, Olympus Corporation of the America s is the only source that provides the above indicated services/supplies. This notice of intent is not a request for competitive quotes. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within three (3) business days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer, Gina P. Crank, VA Ambulatory Care Center, 420 N. James Road, Columbus, Ohio 43219-1834 or faxed to 614.388.7500 or emailed to gina.crank@va.gov. Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Dayton VA Medical Center will proceed with the sole source negotiation with Olympus Corporation of the America s exclusive authorized SDVOSB Distributor Alliant. DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-19-AP-6523 Contracting Activity: Department of Veterans Affairs, VISN/NCO 10, Dayton VA Medical Center Transaction # 552-19-4-121-0271. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The purchase of 1 Ultrasound Broncho Fiber Video Scope with a detachable Cable for Alpha 5. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Dayton VA Medical Center s Pulmonary Department is standardized with Olympus products. All Bronchoscopes must be viewed on an Olympus monitor which the Pulmonary Department currently owns. As a result, any new procurement must be compatible and interchangeable with the existing equipment. Utilizing a different vendor s Bronchoscope would not be compatible with current equipment. Description of market research conducted and results or statement why it was not conducted: Market research was not conducted due to proprietary rights and that Olympus is the sole provider of their Scopes. This Scope will be purchased from Olympus Corporation of the America s exclusive authorized Service Disabled Veteran Owned Small Business (SDVOSB) Distributor Alliant Enterprises, LLC (Alliant).
