This draft is prepared in accordance with FAR 15.204-1, Uniform Contract Format, with as much information as is available at this time for Sections A-M. Type of Acquisition: Small Business Set Aside Contract Vehicle: SOFAST-E II contemplated contract approach is a Single Award Indefinite Delivery Indefinite Quantity (ID/IQ) contract with a contract ceiling approximately $218M. The SOFAST-E II contract vehicle will establish the SOFAST-E II technical, planning, and managerial efforts required in support of the 160th Special Operations Aviation Regiment (Airborne) [SOAR (A)] at Ft. Campbell, KY. In support of 160th SOAR (A), the contractor will be required to design, build, test, modify, and field capabilities in support of the Combat Mission Simulators (CMSs) and Combat Flight Training Device (CFTD). The support includes all peripheral equipment and capabilities that support live, virtual, and constructive training including the Mission Rehearsal Exercise Training System (MRETS), Mission Rehearsal Operations Center (MROC), Storage Area Network (SAN), Desk Top Trainers (DTT), and associated systems. The 160th SOAR (A) flight simulation and mission rehearsal facilities presently use a mix of simulators, simulation applications, and mission rehearsal systems that exist at various stages of concurrency and compatibility with Regimental operational capabilities and configurations. The Army Special Operations Aviation (ARSOA) flight training systems, flight simulation, and mission rehearsal master plan requires that these simulators, simulations, and mission rehearsal systems be capable of supporting current mission profiles and stay current with operational systems enhancements and upgrades. The objective of this on-going effort is to fully support 160th SOAR (A) training operations. CMSs, CFTDs, and related devices must remain concurrency with respective aircraft platforms. Draft RFP: The Government requests that any questions in response to the DRAFT RFP be submitted in writing via e-mail no later than October 4, 2019 following the instructions in section L.2.10 of the DRAFT RFP. ACC-ORL anticipates the release of the FINAL RFP on November 1, 2019.
