- RECOVERY PLUS (RECOVERY +): A SAMHSA VIETNAM PEPFAR IMPLEMENTING MECHANISM This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal is being requested from the vendor below and a written solicitation will not be issued via this announcement/GPE. The solicitation no. 75P00119R00425 for "Recovery Plus (RECOVERY+): A SAMHSA Vietnam PEPFAR implementing Mechanism" is issued as a request for proposal. Pursuant to authority, the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health & Human Services (DHHS), program Support Center (PSC), Acquisition management Service (AMS), on behalf of the Substance Abuse and Mental Health (SAMHSA ), intends to sole source to Center for Supporting Community Development Initiatives (SCDI): Center for Supporting Community Development Initiatives (SCDI) 240 Mai Anh Tuan Street, Tawnh Cong Ward Hanoi, Hanoi, 1000 VIETNAM The Delivery Schedule/period of performance is 12 months for CLIN 0001. NAICS doe is 541990. Product Service Coede is R425. This is not a set-aside. DESCRIPTION SAMHSA Vietnam has proposed to provide technical assistance efforts through policy development, capacity building, and dissemination of innovations. The overall goal of this contract is to support the policy development and capacity building efforts of PEPFAR SAMHSA specific to drug abuse community treatment services, including recovery-oriented systems of care that promote meaningful peer engagement in the recovery process and clear linkages to HIV services. In 2010, SCDI was registered as a local nongovernmental organization (NGO) under the Vietnam Union of Sciences and Technology Associations (VUSTA) and licensed by Ministry of Sciences and Technology to operate in the whole territory of Vietnam. SCDI's mission is to improve well-being and social inclusion of marginalized and vulnerable populations. SCDI's strategic objectives for 2016-2020 include: support marginalized populations to organize; advocate for enabling environment and policies for target populations; develop, pilot and promote service delivery models that meet the needs of target populations; and coordinate service delivery by and for target populations. Since the beginning, SCDI has embraced people who use drugs as a priority population for its strategy. SCDI works across four dimensions: 1) drug user community empowerment and network development;2) stigma reduction and advocacy for policy transformation; 3) development of service delivery models; and 4) systems capacity strengthening. Over the years, SCDI has managed to develop constructive and trustful relationships with various stakeholders at all levels - including the community of drug users, governmental agencies such as VAAC and Health Insurance Department at MOH, DSEP at MOLISA, People's Police Academy and other entities within Ministry of Public Security (MOPS), local authorities such as provincial people's committees and DOLISA, universities including ULSA, HMU, UMP and HPMU, National Assembly's Social Commission and Department of Social Affairs, as well as mass media and their supervisory authorities. At the regional and international level, SCDI is an accredited linking organization of International HIV/AIDS Alliance, a member of International Drug Policy Consortium, connected to ANPUD and INPUD (Asian and International Network of People who Use Drugs) as well as Harm Reduction International, International Harm Reduction and Development, and Vienna NGO Consortium. SCDI has established partnerships with organizations that provide harm reduction, recovery and addiction treatment services in the U.S., France, the Netherlands, Australia, Indonesia and Malaysia. SCDI works in a broad spectrum of drug user-related activities - from community organizational development and service delivery to policy advocacy and research, from harm reduction to recovery and addiction medicine. SCDI has been advocating for and supporting the government to continue the commitment in the Renovation Plan for Drug Treatment, engaging closely with DSEP in the process of developing a government decree on voluntary treatment, working with provinces to initiate and pilot community-based treatment model, promoting voluntary treatment including training for local judges in three provinces, supporting ULSA and DSEP to develop training framework and training package on drug counseling, working with three medical universities to encourage the development of addiction medicine as a discipline, developing partnership with the Police Academy to promote public health approach, providing training for police officials on harm reduction and addiction recovery and treatment, organizing workshops and consultations with National Assembly to raise awareness on alternative to compulsory rehabilitation. SCDI works with community based organizations of drug users to provide harm reduction services, facilitate access to other HIV, Hepatitis C and other health services, and prevent heroin overdose. In 2016 alone, 20 SCDI-supported community-based organizations (CBOs) that work with drug using populations reached over 16,000 drug users with HIV and health services and successfully reversed 244 cases of overdose. SCDI is a part of the DRIVE (Drug Injection and Viral Infection in Vietnam) research project - jointly funded by HHS/NIH/NIDA and ANR, which has been demonstrating the feasibility of ending HIV transmission among people who inject drugs. In this study, none of the HIV-negative cohort participants have seroconverted after almost two years of follow-up. SCDI's work in other areas, such as health insurance and universal health coverage, law enforcement and public health, HIV and community system strengthening as well as its engagement at regional and international platforms also help further its agenda on people who use drugs. In 2016, SCDI successfully managed a budget of approximately 2 million USD, with multiple sources of funding. As of early 2017, SCDI has 47 professional staff working from three offices in Ha Noi, Hai Phong and Ho Chi Minh City, and four other provinces. SCDI has been a high-performing PEPFAR implementing partner since 2017, with support from SAMHSA to address the relationship between compulsory detention and rehabilitation of drug users and HIV transmission. In view of the foregoing it has been determined by SAMHSA that at this time, SCDI is t he only entity in Vietnam qualified to do the work required.
