- Sole Source Justification This is a synopsis for noncommercial items prepared in accordance with the format in FAR 13 as supplemented with additional information included in this notice. The Government intends to solicit and negotiate with only one source under the authority of 6.302 using simplified acquisition procedures of FAR Part 13. Incorporated provisions and clauses are those in effect through the most recent Federal Acquisition Circular. This Firm Fixed Price (FFP) requirement is being processed on a sole-source basis to Syqwest, Inc., Cranston, RI (CAGE Code 33642), as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs (OSBP). NAICS Code: 541330 and Size standard is $16.5M. NUWCDIVNPT intends to procure engineering services to develop a Stepped Tonpilz Acoustic Transducer (STAT) element design using textured ceramic for a Technology Refresh STAT array. Period of Performance is one year. Syqwest, Inc. is the only source with the requisite knowledge and textured ceramic transducer manufacturing facility capable of fulfilling this requirement. If this requirement were to be awarded to another company, then the development of the scaled version would need to be duplicated, development would be delayed, and costs would increase. Offeror must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. This notice of intent is not a request for competitive quotes. However, all quotes received by the closing date will be considered by the Government. A determination not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
