- The U.S. Nuclear Regulatory Commission (NRC) is issuing a presolicitation notice for a requirement entitled, "International Regulatory Assistance" The Contractor shall provide personnel with specific technical and scientific expertise, including research, development and training, applicable to nuclear safety and security regulations, including operating nuclear power plants, nuclear power plants planned or under construction, radioactive sources, and materials and waste in order to assist NRC staff in providing a continuous and uninterrupted transfer of nuclear-related assistance to select countries. The period of performance will be a total of five years. The North American Industry Classification System (NAICS) code for the services required is 541330 "Engineering Services." The small business size standard is annual receipts for the preceding three fiscal years not-to-exceed $15M. Request for Proposal (RFP) No. 31310019R0054 will be posted on, or about, October 7, 2019 as a small business set aside competition under FAR Part 15. Closing date for receipt of proposals will be on, or about, 30 days thereafter. RFP No. 31310019R0054 will be distributed solely through the FedBizOpps website, http://www.fedbizopps.gov. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents, as appropriate, will not be available. Because this RFP will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFP. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (541690 listed above) to this acquisition must be in vendor's SAM registration. Note: Update SAM profile to include all applicable NAICS Codes associated with your company. Vendors may register for SAM online at www.sam.gov or by calling 1-866-606-8220. In accordance with FAR 4.1102, offerors are required to be registered in SAM.GOV at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.
