- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The Solicitation number, N0018919QZ544. The proposed contract action is for commercial SERVICES. The NAICS code is 611710 and the Small Business Standard is $15 million. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-06 and DFARS Change Notice 20190913. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAVSUP FLC Norfolk Philadelphia Office intends to solicit Council on Occupational Education, Inc. (COE) (CAGE: 1G2L4) on a sole source basis in accordance with FAR 13.106-1(b), Soliciting from a single source. The proposed acquisition is Accreditation Services. This action will result in a Firm Fixed price contract. The proposed contract action is for Services for which the Government intends to solicit and negotiate with ONLY the Council on Occupational Education (COE) under the authority of FAR Part 13. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than COE. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The Requirements Statement is as follows (Section B): See attached documentation, which outlines the Governments need for accreditation services. Anticipated Period of Performance includes a 12-month base period (anticipated to be 30 Sept 2019 “ 29 Sept 2020) as well as one (1), 12-month option term. Clauses and Provisions: Please see the attachment to this notice for a full list of FAR, DFARS, and other clauses and provisions incorporated in this solicitation and applicable to the resultant contract. The following provision and clauses apply to this solicitation: - 52.212-1, Instructions to Offerors “ Commercial, applies to this acquisition. - 52.212-4, Contract Terms and Conditions -- Commercial Items - 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items Offerors are advised to include a completed copy of the provision at 52.212-3, Offerors Representations and Certifications “ Commercial Items. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All responsible sources may submit a quote; however, only supplies and services meeting the Government ™s requirements will be considered for award. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All quotes shall include price(s), a point of contact, name and phone number, GSA contract number if applicable, and business size. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. This solicitation will close at 5:00 PM EST (local, Philadelphia time) on 23 September 2019.
