Description
The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing the ordering procedures for Federal Supply Schedules (FSS) to L3 Technologies, Inc. for Hawkeye III Lite Ancillary Band System Spare Kits (SSK) X-Band Kit 40W Solid State Power Amplifiers (SSPA). L3 Technologies, Inc. is the Original Equipment Manufacturer (OEM) for the Hawkeye III Lite Very Small Aperture Terminal (VSAT) and all spares kits, to include the required X-Band Kit 40W SSPA and has proprietary rights to their products. L3 Technologies, Inc. has not authorized any other vendor to sell their spares kits for the Hawkeye III Lite Ancillary Band SSK. The required X-Band Kit 40W SSPA is exclusively made for and by L3 Technologies. There are no other power amplifiers that will function with the existing Hawkeye III Lite VSAT antenna. The kit is the make and model specified to ensure compatibility with the Hawkeye III Lite VSAT. NCG2 would utilize the X-Band Kit 40W for the Hawkeye III Lite SSK to ensure minimum communication interruption in the event of a SSPA failure due to its high failure record and enhancing and maintaining the highest level of communications readiness for the Regiment and Battalions utilizing the NETC2 systems. Without having the kit on hand, the unit are subject to lengthily outages and possible mission failure due to the six-month time to receive replacement/repair parts. The applicable North American Industrial Classification System Code (NAICS) code that these items fall under is 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing with a size standard of 1,250. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within five (5) calendar days after publication of this notice to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
