- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is M00318-19-Q-0043 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06 and Department of Defense FAR Supplement (DFARS) current to DPN 20190820. This is a 100% Total Small Business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 334118 (Computer Terminal and Other Computer Peripheral Equipment Manufacturing) with a small business size standard of 1,000 employees. Interested vendors must submit any questions concerning the solicitation via email to Sgt Raul Porras at raul.porras@usmc.mil no later than September 23, 2019 at 07:30 A.M. Hawaii Standard Time (HST). 2. To be considered for award, contractors must submit only one quote no later than 12:00 P.M. HST on September 23, 2019. Quotes received after the due date and time will not be considered for award. 3. Vendors shall submit the following with their quote: a. Contractor shall provide a current and valid certification or confirmation stating that their quoted products meets U.S. Government Approved Protection Profile - Protection Profile for Peripheral Sharing Switch Version 3.0 requirements. 4. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS: (a) The Government will award a contract resulting from this solicitation to the responsible contractor whose quote, conforming to the solicitation, is the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1: Technical Capability - Certification and Minimum Salient Characteristics Factor 2: Price Factor 3: Past Performance Factor 1: Technical: Certification and Minimum Salient Characteristics. Contractors must present certification that their quoted product is compliant in accordance with "U.S. Government Approved Protection Profile - Protection Profile for Peripheral Sharing Switch Version 3.0" requirements and the minimum salient characteristics described in each CLIN. A list of approved products may be found on: https://www.niap-ccevs.org/Profile/Info.cfm?PPID=368&id=368 This factor will be determined acceptable or unacceptable based on the following: ACCEPTABLE: If the contractor provides a current and valid U.S. Government Approved Protection Profile - Protection Profile for Peripheral Sharing Switch Version 3.0 certification and meets all minimum salient characteristics they are deemed acceptable. UNACCEPTABLE: If the contractor does not provide a current and valid U.S. Government Approved Protection Profile - Protection Profile for Peripheral Sharing Switch Version 3.0 certification and does not meet all minimum salient characteristics, their quotation will not be further evaluated nor considered for award. Factor 2: Price: Only technically acceptable submissions will be evaluated for price. The contractor's total quoted prices (TQP) will be evaluated. Quotes will be ranked from the lowest TQP to the greatest TQP quote. Only the lowest TQP quote will move to Factor 3, past performance. Factor 3: Past Performance: The quote that has been deemed technically acceptable with the lowest TQP, as deemed per Factors 1 & 2, will be evaluated for past performance. For purposes of evaluation of past performance and determination of responsibility, an assessment will primarily be conducted through the Supplier's Performance Risk System (SPRS) database but may include other authorized methods described at FAR 13.106-2(b)(3)(ii). Past performance, for purposes of evaluation, will be assessed as ‘satisfactory' or ‘unsatisfactory,' at the discretion of the Contracting Officer, based on the totality of information available. A past performance determination of ‘unsatisfactory' will exclude the quote from further consideration for award and the next lowest TQP quoter (using rankings from factor 2) will be evaluated. This process will continue until the technically acceptable quote with the lowest TQP with an acceptable past performance is identified. Vendors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (Oct 2018) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
