Description
The National Park Service (NPS) intends to issue a concessions prospectus on May 20, 2019, for a 10-year concession contract for ferry transportation and related services at Statue of Liberty National Monument and Ellis Island. The new contract is expected to be effective October 1, 2020. The Director, pursuant to 36 CFR Part 51, has determined that no preferred Offeror for this contract exists. The people of France gave the Statue of Liberty as a gift of friendship to the people of the United States. Located on Liberty Island, this universal symbol of freedom and democracy was dedicated on October 28, 1886, designated as a national monument in 1924, and restored for her centennial on July 4, 1986. Ellis Island opened on January 1, 1892 and became the nation’s leading federal immigration station. The station operated until 1954 and processed more than 12 million immigrant steamship passengers. Restored after nearly 30 years of closure, Ellis Island’s Main Building opened as a museum on September 10, 1990. Today, about 40% of the United States’ population can trace its ancestry through Ellis Island. For additional information, visit the websites for the Statue of Liberty and Ellis Island. The NPS depends on its concessioners to meet the needs of over a four and one half million visitors annually. Hard copy prospectuses are available by contacting Judy Bassett via email at Judy_Bassett@nps.gov or mail to National Park Service, Northeast Region, 1234 Market Street, Philadelphia, Pennsylvania 19107, Attn: Concessions Division. There is a printing cost recovery charge of $40 for prospectuses delivered Federal Express or Express Mail, or $30 if picked up in person. Checks or money orders ( no cash or credit accepted ) must be payable to the National Park Service and must include a delivery address. If you choose to retrieve a copy of the prospectus from the website, please notify Ms. Bassett at Judy_Bassett@nps.gov so you can be placed on the mailing list to receive any modifications and other correspondence regarding this prospectus. The same information will be posted on the above mentioned website where the prospectus is available. The Service will host a site visit on Thursday, June 6, 2019. The site visit provides interested organizations an overview of the concession operation along with a tour of the facilities assigned to the Concessioner under the Draft Contract. Each interested Offeror is limited to five persons attending the site visit, and all attendees must be over the age of eighteen. Please register for the site visit before Wednesday, May 29, 2019 by sending an email to Ben_Hanslin@nps.gov. Questions in response to this prospectus are due in writing by Thursday, June 13, 2019, by email to Judy Bassett at judy_bassett@nps.gov. Answers to questions received will be published in FBO. NOTIFICATION OF INTENT TO PROPOSE If you plan to submit a proposal in response to this solicitation, you must notify Judy Bassett via email (address above) no later than 4:00 p.m. Eastern time on Monday, August 5, 2019. All offers must be received by the NPS at the address listed on the inside front cover of the prospectus no later than 4:00 p.m. Eastern Time on Tuesday, September 3, 2019, in order to be evaluated and considered for an award of a concession contract. The prospectus describes the business opportunity and includes the terms and conditions under which the will award the concession contract. Amendment #3 CC-STLI001-20 Amendment #3 replaces the PDF Appendix B Proposal Package Forms 1 with a MS Word version of the same document. The MS Word Appendix B Proposal Package Forms 1 is now available at: https://www.nps.gov/subjects/concessions/prospectuses.htm. Amendment #4 CC-STLI001-20 Amendment #4 CC-STLI001-20 contains the National Park Service responses to questions about the Prospectus submitted in writing and received by June 13, 2019. Entities submitted a number of questions that were not about the Prospectus, which require no response from the Service as part of this process. These questions and responses are available at: http://www.nps.gov/subjects/concessions/prospectuses.htm Amendment #5 CC-STLI001-20 Amendment #5 CC-STLI001-20 updates the Transmittal Letter found in the Proposal Package to correct the address of the Regional Director to 1234 Market Street, Philaldelphia, PA 19107. The amended Proposal Package documents (PDF and MS Word versions) are available at: http://www.nps.gov/subjects/concessions/prospectuses.htm. Amendment #6 CC-STLI001-20 Amendment #6 CC-STLI001-20 following the publication of Amendment #4, the Service received multiple requests from interested parties to extend the solicitation period in order to allow sufficient time for offerors to secure the required commitments demonstrating ownership or control of the vessels required for the operation. In order to enhance the competition for this solicitation, the Service has extended the deadline for proposals for CC-STLI001-20 until 11/4/2019. The Service also received a request to reconsider its requirements for the Concessioner to control its vessels and requested the Service change the requirement that offerors must ensure vessels remain under offeror's control for 12-plus months before award notification. The Service will not lower its requirements for the Concessioner to control its vessels but notes that offerors need only demonstrate control of the vessels for the term of the contract (not the 12-plus months before award notification.) Amendment #7 CC-STLI001-20 Amendment #7 CC-STLI001-20 provides further clarification about Amendment #6, changes the estimated effective date of Draft Contract, provides additional formatting instructions for submitting proposals and makes an addition to Exhibit K: Intellectual Property Licensed Marks.
