Description
The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-19-G-0029 with Sikorsky Aircraft Corporation (SAC), a Lockheed Martin company, on an other than full and open competitive basis for the effort associated with onsite technical engineering, logistical support, maintaining a secure material management system and the management of unique personnel and physical security requirements in support of the Special Progressive Aircraft Rework (SPAR) effort for the VH-3D and VH-60N Aircraft. The proposed contact action is for services for which the Government intends to solicit and negotiate with Sikorsky under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Sikorsky Aircraft Corporation is the sole designer, developer and manufacturer of the VH-3D and VH-60N aircraft. Sikorsky is the only known commercial source with the necessary technical data, proprietary drawings, knowledge and experience, skilled personnel, manufacturing tooling, test equipment and expertise to complete the efforts called for hereunder. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed delivery order, based upon responses to this notice, is solely within the discretion of the Government.
