Page 2 of 2 The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with GE Healthcare Bioscience Bioprocess Datex-Ohmeda Inc., located at 3030 Ohmeda Dr., Madison, WI 53718. This requirement will be used for Preventive Maintenance Services on Government-Owned Datex-Ohmeda Equipment for the VA San Diego Healthcare System (VASDHS). VA San Diego Healthcare System Engineering Service Department is requesting a single source procurement for Preventive Maintenance and Inspection (PMI) Services on: (15)- GE Healthcare Respiratory Module- E-SCAIO-00 (Serial Numbers: SGV16240047HA, SGV16240077HA, SGV16240142HA, SGV16240111HA, SGV16240036HA, SGV16230092HA, SGV16240048HA, SGV16270106HA, SGV16310079HA, SGV16310089HA, SGV16240081HA, SGV16310065HA, SGV16310108HA, SGV16240042HA, and SGV16310048HA), (15)- Aisys CS2 (Serial Numbers: APWV01684, APWV01685, APWV01686, APWV01687, APWV01688, APWV01689, APWV01690, APWV01691, APWV01692, APWV01693, APWV01694, APWV01695, APWV01696, APWV01697, and APWV01698), one (1) Aestive MRI- AMTM00325, and (15)- Vaporizer Efficacy testing. Specific tasks include: 1. Perform one (1) on-site preventive maintenance inspection during the contract period for the GE Aisys CS2 Anesthesia Machines and two (2) on-site preventive maintenance inspection for the Aestive MRI Anesthesia Machine. 2. One (1) Preventive Maintenance and Inspection will be performed on the respiratory modules and vaporizers. 3. All units shall have corrective maintenance coverage. The proposed period of performance shall be from 10/1/2019 through 9/30/2020- Base Year + four (4) Option Years. The estimated value is of $268,663.40 for the life of the contract. Base Year- $50,836.53, OY1-$52,361.63, OY2- $53,533.03, OY3- $55,139.02 and OY4- $56,793.19. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source based on the determination that GE Healthcare Bioscience Bioprocess Datex-Ohmeda Inc., is the Original Equipment Manufacturer of the GE anesthesia equipment, which is GE Healthcare/ Datex-Ohmeda Inc. proprietary products. GE Healthcare/ Datex-Ohmeda Inc. maintains certain proprietary service technologies relating to the equipment. Based on this information, it would be in the best interest of the government to procure the requested services from GE Healthcare/ Datex-Ohmeda Inc., on a single source basis. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 9/27/2019. The place of performance is as follows: VA Medical Center-San Diego: Ho Samuel B MD at 3350 La Jolla Village Dr, San Diego, CA 92161. The North American Industry Classification System (NAICS) for this requirement is, 811219- Other Electronic and Precision Equipment Repair and Maintenance. The Small Business Administration size standard for this sector is $20.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
