Description
Notice of Intent to Sole Source INTENT TO SOLE SOURCE The Air Force Installation Contracting Center (AFICC) intends to negotiate and award a non-competitive, sole source Firm Fixed Price General Services Administration (GSA) contract to the incumbent Millennium Health & Fitness, Inc. located at 28170 N Alam School Pkwy Ste 204, Scottsdale, AZ 85262, for the project entitled, "Civilian Health Promotion Services (CHPS)." The proposed period of performance is for one base year and a four month option period. The statutory authority permitting Other Than Full and Open Competition is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1 (b)(1), which provides for limiting competition in those situations where the services are available from only one responsible source and no other type of services will satisfy the AFICC's requirements. The designated North American Industry Classification System (NAICS) Code is 713940, Fitness Center Management Services, with a size standard of $7.5M. This requirement supports health promotion professionals that will develop, manage, and promote Civilian Health Promotion Services (CHPS) to all civilian employees in Air Force Materiel Command (AFMC) and Air Mobility Command (AMC). The program may include (depending on location) but is not limited to: individual health counseling, group health education classes, telephonic wellness coaching, cardiac risk blood profile (HDL, LDL, cholesterol ratio and glucose), body composition analysis, online health risk appraisal, wellness challenges, and health awareness campaigns. CHPS is a mobile worksite wellness program. The CHPS health promotion professionals will provide services at twelve staffed Air Force bases (including the CHPS office) and eight unstaffed/visited base locations appropriate for mass screenings. The current contract will end on 9 November 2019 due to the Department of Health and Human Services (DHHS) ending an inter-agency agreement (A220507) that included all of the Department of Defense (DoD) as documented in a DHHS memorandum dated 6 September 2019. The Air Force is now faced with an urgent need to provide these federally mandated services for AFMC and AMC within a 60 day time frame. This procurement of CHPS is essential to AFMC and AMC's mission and will permit them to continue its current employee support programs. We anticipate that the use of any other source at this time would create unacceptable delays and interruption of service and support to its civilian employees. This notice of intent is not a request for competitive proposals and no solicitation is available. Any interested responsible party that believes it is equally or otherwise uniquely capable of meeting the requirements described herein may submit a proposal (to include contact information, size status under NAICS 713940, DUNS Number, and CAGE Code). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to fulfill this requirement, must clearly demonstrate that competition would be advantageous to the Government and would not create a break in service or degradation of performance quality. All responses must be provided in writing to the Contracting Officer (JoAnn Parks) with a copy to the Contract Specialist (Jodi McCallum) not later than 4:00 PM Local Dayton, Ohio Time (Eastern) on 3 October 2019. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any modifications to the existing contracts.
