Description
Statement of Work This posting serves as a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the Federal Acquisition Regulation (FAR) 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 34300018Q0050. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC). It is the responsibility of the Offeror to be familiar with the applicable clauses and provisions. The USITC has a requirement for the procurement of the replacement of its Existing Datacenter's Uninterruptible Power System, New Power, and Environmental Monitoring System. Reference the Statement of Work, attached to this posting, for complete requirement. This is a full and open competition. Any vendor who is capable of meeting this requirement may submit a quotation. The associated North American Industrial Classification Code (NAICS) for this procurement is 335311 Power, Distribution, and Specialty Transformer Manufacturing. Award will be based upon LPTA Criteria: Lowest Price/Technically Acceptable. Techncially acceptable is based on the vendor's capability to provide a solution that includes all of the techncal specifications for what is being proposed that will meet the Government's requirement The successful offeror must comply with the following applicable commercial item terms and conditions, which are incorporated herein by reference: The provision at FAR 52.212-1, Instructions to Offerors -Commercial Items; the provision at FAR 552.212-2, Evaluation. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items applies, as well as FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, Paragraph (a), and the following clauses in Paragraph (b): 52.204-10; 52.204-10; 52.209-6; 52.209-9; 52.209-9;; 52.222-3; 52.222-36; 52.232-33. The full text of the referenced FAR clause may be accessed electronically at https://www.acquistion.gov/far/. The USITC will make one Firm Fixed Price award as a result of this solicitation. The anticipated period of performance is a One Year Base Year and four, one year options for a total performance period Not to Exceed 60 months, if all options are exercised. The Commission reserves the right not to make an award as a result of this Combined Synopsis/Solicitation if found for any reason not to be in the best interest of the Government. In order to be considered for award, the offeror must be registered, and current (with certain exceptions), in the System for Award Management database ( www.sam.gov ) prior to award being made. (Reference FAR 4.11). Questions related to this solicitation must be emailed to debra.bridge@usitc.gov and myra.lay@usitc.gov no later than Tuesday, September 24, 2019, 3:00 p.m. ET. Quotations shall be received by the Government on or before 10:00 am. Thursday, September 26, 2019, emailed to debra.bridge@ustic.gov and myra.lay@usitc.gov. PLEASE NOTE: An on-site visit to the Commission, located at 500 E Street, S.W., Washington, D.C., 20436 is scheduled on Tuesday, September 24, 2019, at 11:00 a.m. Vendors are encouraged to participate in this on-site visit. It is requested that vendors planning to attend the on-site visit send an email to debra.bridge@ustic.gov with the Subject Line: ONSITE VISIT -UPS. A Government issued ID (i.e. driver's license) is required for entry into the building.
