Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures; and supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2019-02, dated March 18, 2019. Solicitation 36C26219Q1099 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award contract. This procurement will be issued under unrestricted solicitation. No set aside used. NAICS Code is 541511 and the Small Business Administration s (SBA) size standard $27.5 Million. The Government is seeking a contract to acquire a Vicon Vera Motion Camera System that at a minimum meets the following salient characteristics with a brand name or equal product for the VA San Diego Healthcare System: Salient Characteristics VICON VERA MOTION CAMERA SYSTEM SALIENT CHARACTERISTICS Vicon Vero v2.2 Camera Optical Motion Capture Camera must provide full 256 grayscale output Camera must provide an imaging sensor with a full frame resolution of 2.2 million pixels at 330Hz At a minimum, must provide settings with a 6-12mm focal length Infinitely adjustable horizontal FoV between NARROW (50.3 degrees) and WIDE (98.1 degrees) Must have capability to transfer data via motion capture system with Gigabit Ethernet speed (1Gigabit/second) System must operate without any secondary power sources Vicon Vue Camera At a minimum, Video Camera must transmit HD resolution at 1080p (1920 x 1080) color images up to 60Hz or at 720p (1280 x 720) color images up to 120Hz At a minimum, Video Camera must contain a 6mm to 12mm Vari-focal lens with an infinitely adjustable FoV between Wide (82.7 x 52.7 degrees) and Narrow (47.5 x 27.8 degrees) Must have capability for data streaming direct to hard drive Vicon Nexus 2 Network Software Must be able to run trial data captured in Nexus 1.x software Must allow kinematic and analog data to be fully synchronized and animated directly on top of the streaming video data to provide real-time feedback to the user System software must have native integrated Matlab AND Python scripting interface within the software allowing dynamic two-way communication for custom processing scripts See attached SF 1449 Solicitation for further details. Place of Performance: VA San Diego Healthcare System (VASDHS), 3350 La Jolla Village Drive, San Diego Ca 92161. Period of Performance: Within 90 days of placing order or sooner if available. Furthermore, Provision 52.212-2 is utilizing the Lowest Price Technically Acceptable (LPTA) on an Acceptable/Unacceptable evaluation process.
