- NOTICE OF INTENT TO SOLE SOURCE TO COMPLETE AND INSTALLED IR/RAMAN INTEGRATED SYSTEM This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR 13.106-1(b) (1). The US Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Tenant Division, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005-1846; has a requirement to procure the following service: The Chemical Biological Radiological (CBR) Filtration Branch, Combat Capabilities Development Command Center (CCDC) Chemical Biological Center requires a contract to build and install an Integrated Fourier Transform Infrared (FTIR)/ Raman Spectroscopy (RAMAN) Microscope that supports the CBR Filtration Branch. This is a non-personal service. The Government intends to award a Firm-Fixed Price sole source contract to Bruker Optics Inc., 19 Fortune Drive, Billerica, MA, 01821-3923. The contractor shall provide and install the IR/Raman Integrated System. The Infrared (IR) / Raman spectroscopy system is a bifunctional system designed to use two spectroscopy techniques simultaneously to analyze surfaces of interest to the Army and identify, quantify, and characterize adsorbates and reaction products adsorbed or reacted on surfaces. The system is designed so that samples can be analyzed for identification of changes in chemical composition of the surface (e.g. surface reactions). The system will be placed in an existing chemical fume hood so that toxic samples can be safely handled. These processes has been deemed critical. The associated North America Industry Classification System (NAICS) Code is 335416 (Analytical Laboratory Instrument Manufacturing) and the Business Size Standard is 1,000 employees. All responses received within four (4) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
