- This is a sources sought notice pursuant to Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Defense Health Agency (DHA) intends to issue a sole-source bridge action to continue the provision of services provided under the existing TRICARE ADDP contract, HT9402-14-D-0001, to United Concordia Companies, Inc. (UCCI), in accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This contract modification to extend performance is necessary to continue to meet mission critical requirements and to support the transition to a competitively awarded follow-on ADDP contract. ADDP Statement of Objectives. The statement of objectives represents the desired outcomes of this contract. The objectives are as follows: Ensure Active Duty Service Members (ADSMs) can maintain their dental readiness no matter where they are stationed in the United States and territories. Provide an easily accessible dental benefit for Reserve Components members in Early Eligible and Transitional Assistance Management Program (TAMP) status. Provide a dental referral mechanism for military Dental Treatment Facility (DTF) use when the DTF cannot meet the required access to care standards. The contract extension is expected to be for a total of 29 months with the following periods of performance: Period 1, February 1, 2020, to January 31, 2021 (12 Months) Period 2, February 1, 2021, to July 31, 2021 (6 Months) Period 3, August 1, 2021 to January 31, 2022 (6 Months) Period 4, February 1, 2022 to March 31, 2022 (2 Months) Period 5, April 1, 2022 to May 31, 2022 (2 Months) Period 6, June 1, 2022 to June 30, 2022 (1 Month) This sole-source contract extension will ensure continued support to the DHA and prevent a gap in service from the end of the current ADDP contract (January 31, 2020) until the competitive follow-on contract is awarded. The follow-on contract is expected to be awarded no later than June 30, 2021 with performance beginning on July 1, 2021. The extension sought under this notice also allows time for the transition-in period of the successful offeror. The transition-in period for the follow on contractor will be concurrent with the final 12 months of the contract extension. The transition period for the follow-on contract is expected to be begin on July 1, 2021 for 12 months, with dental care delivery under the competitively awarded contract starting July 1, 2022. If an interested party believes it can provide the required services, it shall submit a written notice and a capability statement to the Contracting Officer within 15 days from the date of this notice. The interested party shall include a capabilities statement that is brief and concise, yet clearly demonstrates the interested party's ability to meet the requirements stated in the attached ADDP Performance Work Statement with sufficiently qualified personnel beginning February 1, 2020, for a 12-month contract and potentially including up to two additional years without any transition-in period. The capability statement shall describe how the interested party would prevent a break in service and be ready to perform without the benefit of any transition-in period and without any degradation of services to beneficiaries. The capability statement shall identify recent and relevant contracts of similar scope, complexity and magnitude the interested party has satisfactorily performed for the Government. Interested parties may submit the written notice and capabilities statements via email to Mr. Jack Diemer, Contracting Officer, at jack.r.diemer.civ@mail.mil. This notice is for informational purposes only and is not a request for competitive proposals. DHA will not respond to any requests for a solicitation.
