THIS NOTICE UNDER SOLICITATION NUMBER W900KK-20-R-0011 IS ASSOCIATED WITH PREVIOUS FBO.GOV ANNOUNCEMENTS UNDER SPECIAL NOTICE W900KK-17-NCR, PRE-SOLICITATION NOTICE W900KK-17-NCRC, SOURCES SOUGHT NOTICE W900KK-18-R-0011, AND OTHER NOTICES UNDER SOLICITATION NUMBER W900KK-19-R-0011 WITH AMENDMENTS. PLEASE NOTE ALL FUTURE ANNOUNCEMENTS PERTAINING TO THE NATIONAL CYBER RANGE COMPLEX EVENT PLANNING, OPERATIONS, AND SUPPORT (NCRC EPOS) REQUIREMENT SHALL BE POSTED UNDER THIS SOLICITATION NUMBER W900KK-20-R-0011 AT FBO.GOV. THE SAME SOLICITATION NUMBER W900KK-20-R-0011 SHALL BE USED WHEN FBO IS MOVED TO BETA.SAM.GOV (EFFECTIVE NOVEMBER 8, 2019). NCRC EPOS DISTRIBUTION AGREEMENTS PREVIOUSLY APPROVED AND ISSUED TO VENDORS UNDER W900KK-19-R-0011 SHALL REMAIN IN EFFECT UNDER W900KK-20-R-0011 UNLESS RESCINDED BY A FUTURE NOTICE. PURPOSE: U.S. Army Contracting Command - Orlando, in partnership with the Test Resource Management Center (TRMC) and the Program Executive Office for Simulation, Training, and Instrumentation's (PEO STRI) Project Manager for Cyber, Test, and Training (PM CT2), continues to seek pre-solicitation feedback from responsible and eligible U.S. Contractors interested in the National Cyber Range Complex Event Planning, Operations and Support (NCRC EPOS) business opportunity. This Sources Sought Notice (SSN) is being issued as a follow-on to NCRC EPOS Request for Information (RFI) and Sources Sought Special Notices published under W900KK-17-NCR, W900KK-18-R-0011, and W900KK-19-R-0011 to include all modifications/amendments between the periods of 15 March 2017 to 12 September 2019. The purpose of this SSN is to update and supplement the Government's market research in order to: 1. Establish a better understanding of any barriers to eliminating Organizational Conflicts of Interest (OCIs) while performing Developmental and Operational Tests (DTs/OTs) of Department of Defense (DoD) acquisition programs. 2. Promote increased opportunities for Small Business (SB) participation through a potential small business set-aside in lieu of the small business reserve acquisition strategy. For NCRC EPOS solicitation and the purpose of this SSN, please use the following definitions: • Original Equipment Manufacturer (OEM): A company that has served or is serving as a prime or sub-contractor involved in the development of a DoD system (includes hardware and software). In this case, there is potential that such a company could be placed in a position where it could evaluate its own product and/or its competitors' product, thereby creating an actual or perceived bias in the evaluation of system effectiveness, suitability, and survivability. • Non-OEM: A company that has not served or is not serving as a prime or sub-contractor involved in the development of a DoD system (includes hardware and software). In this case, there is little to no potential of placing that company in a position to evaluate its own product and/or its competitors' products, thereby eliminating any actual or perceived bias in the evaluation of system effectiveness, suitability, and survivability. In order to avoid placing a company in a position where it would be asked to test its own equipment or equipment belonging to a competitor, the Government is interested in issuing certain task orders under this contract that will be restricted to non-OEM Contractors as defined above. Industry responses will be used to develop and finalize the Acquisition Strategy for NCRC EPOS. RESPONSE/REQUIREMENTS: 1. To address the first purpose of this SSN, interested companies shall respond to the following questions and provide narrative as requested below: a. Is your company a large or small business? b. Is your company a non-OEM by definition above? c. If you answered "yes" to (b) above and you did not respond to SSNs published on 19 May 2017 and 5 September 2017, you should provide a narrative that describes your capabilities, knowledge and experience with cyber range event planning, execution, and associated operations support of this magnitude. Specifically, interested companies shall: o State the scope of past and present (within the last 3 years) relevant experience on similar contracts, identify specific areas of relevant experience. Include dollar value of contract, whether performed as a prime or subcontractor, complexity and point of contact. o Demonstrate your knowledge and experience in effectively translating customer event objectives and requirements into actionable and customer-tailored cybersecurity event environments. o Demonstrate your knowledge and experience in identifying, designing and re-engineering IT assets, capabilities and event-specific content to provide realistic instances of Internet services capable of operating in a closed loop cyber range environment. o Demonstrate your knowledge and experience in cyber range event planning and execution to include operations, management and maintenance of the supporting cyber range infrastructure. Specifically, include your knowledge and capabilities in: a) planning, conducting and supporting cyber range events for the purposes of Test and Evaluation (T&E) customers of DoD acquisition programs; and b) planning, conducting and supporting cyber range events for the purposes of Cyber Mission Force (CMF) training, certification and exercises. o Demonstrate your ability and experience in operating, managing and maintaining specialized data centers that support complex distributed closed loop IP and non-IP based Industrial Control Systems/Supervisory Control and Data Acquisition (ICS/SCADA) communications, networking and computing infrastructures and services to include all aspects of engineering, logistics, equipment modification, configuration management and quality control issues, risks and mitigation plans. o Demonstrate your ability and experience to provide personnel cleared to the Top Secret/Sensitive Compartmented Information (TS/SCI) level with at a minimum, Special Intelligence (SI), Talent Keyhole (TK), Gamma (G), Human-source Intelligence Control System (HCS), and North Atlantic Treaty Organization (NATO) compartmented access caveats and the skill sets required to plan, design, build and execute complex and realistic cybersecurity T&E and training cyber range event environments. o Demonstrate your ability and experience in current Information Security Accreditation, including all DoD, Service, and Defense Intelligence Agency guidance, processes, and procedures and accreditation processes (e.g. Risk Management Framework [RMF]). o Provide any alternative approaches to satisfying the subject requirement. 2. To address the second purpose of this SSN, interested Small Businesses are requested to describe recent and relevant experience, as well as the ability to provide qualified technical expertise, to support the following NCRC EPOS enterprise-wide functions: Configuration and Release Management; Problem and Trouble Ticket Management; Property and Asset Management; Enterprise Security; and Operator Training. Also describe previous recent and relevant experience in identifying, assessing, and integrating innovative processes, techniques, and/or technologies. More specifically, SBs should: a. State the scope of past and present (within the last 3 years) relevant experience on similar contracts, identify specific areas of relevant experience. Include dollar value of contract, whether performed as a prime or subcontractor, complexity and point of contact. b. Provide specific examples of your knowledge, experience, technical approach and methodology for developing, implementing and executing elements of IT Service Management (ITSM) as described in the IT Information Library (ITIL v3/4) with an emphasis on configuration, asset, change, incident, problem, release and knowledge management as applied to a geographically distributed multi-location federated enterprise such as the NCRC. c. Provide specific examples of previous experience and successes you have in managing and maintaining all aspects of security-related operations for an IT system operating in an access-controlled secure facility that is part of a larger a geographically distributed multi-location enterprise. Specific areas of interest include, but not limited to: providing physical security/access control; developing or revising enterprise security-related processes and procedures; reviewing, interpreting and implementing DoD and/or Service security policies and guidance; and managing multiple Assessment and Accreditation (A&A) bodies of evidence packages; familiarity and experience with DoD, Army, and Defense Intelligence Agency guidance, processes, and procedures and accreditation processes (e.g. Risk Management Framework [RMF]); and experience with online workflow management tools like Xacta. d. Provide specific examples of previous experience and successes in identifying, assessing, and integrating new innovative processes, techniques, and/or technologies into an existing Information Technology (IT) operational system. INFORMATION SUBMISSION INSTRUCTIONS All Capability Statements sent in response to this SSN must be submitted electronically (via e-mail) to the NCRC EPOS Contracts Specialist shown below. Response shall include documentation of technical expertise and capability in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this Sources Sought Notice articulate their capabilities clearly and adequately. Specific administrative requirements: 1. E-mail submissions only. 2. Use Microsoft Office 2013 compatible [.xls(x),.doc(x) or.ppt(x)] or Adobe Acrobat Pro DC 2019 (.pdf) formats. 3. No classified material. 4. No material samples. 6. The cover sheet shall include the following company information: name, address, and URL, POC and email address, System for Award Management (SAM) number, Commercial Government Entity (CAGE) code number and Data Universal Numbering System (DUNS) Number, as well as business type and size. 7. For non-OEM area of interest (first purpose of this SSN), limit responses to 20 pages, excluding cover page, graphs/charts, pictures, and appendices. 8. For SB area of interest (second purpose of this SSN), limit responses to 3 pages for each topic area (e.g., 2a, b, etc.), excluding cover page, graphs/charts, pictures, and appendices. 9. Appendix 1 shall include: list of program names; contract numbers; period of performance; and current information for the technical/contracting points of contacts (name, title, telephone number, and e-mail address) for each relevant experience included in numbers 7 and/or 8 above. Any additional capability information included in this appendix will not be reviewed. 10. Appendix 2 shall include a list of acronyms. Any additional capability information included in this appendix will not be reviewed. 11. Minimum acceptable font size is Arial 12. 12. Please mark proprietary information/data accordingly. SCHEDULE UPDATE Written responses to the SSN are due 1200 PM EDT on 30 September 2019. An Industry Day Meeting is scheduled for 0900-1130 EDT on 22 October 2019 to provide the latest information about this requirement. The meeting will be held in Partnership III (PIII) Building, Room 321 A/B, located at 3039 Technology Parkway, Orlando, FL 32826. To ensure adequate space is available, organizations are limited to three (3) representatives, inclusive of prime and subcontractors. Organizations wishing to participate shall pre-register by providing the names and contact information (Email and telephone number) of their representative(s) via e-mail to usarmy.orlando.peo-stri.mbx.pm-itts-ncrc-epos@mail.mil no later than 1200 EDT on 30 September 2019. Foreign Nationals may not attend this event. Attendees will also have the opportunity to participate in a 15-minute one-on-one session following the Government's presentation. The one-on-one sessions will be held in Partnership III (PIII), Room 320 from 1300-1700 EDT starting on 22 October 2019 and 0900-1700 EDT on 23-24 October 2019. When pre-registering, please indicate your Firm's desire to participate in a one-on-one session. Your Firm's point of contact will be notified by 7 October 2019 of your scheduled one-on-one discussion with members of the Government project team. One-on-one sessions will be scheduled on a first-come/first-serve basis. Electronic devices including but not limited to wireless devices, cellular telephones, smart watches, Fitbits, laptops, personal computers, tablets/electronic pads, cameras and/or recorders are not allowed in the meeting rooms. Video or audio recording of any of the NCRC Industry Day is not allowed. Any industry representative found to be recording any portion of the sessions will be asked to leave immediately and will not be allowed to re-enter. All questions will be captured during the sessions and responses to all questions will be posted to FedBizOpps/beta.SAM.gov for the general public. IMPORTANT NOTE REGARDING PARKING: Due to limited parking in the Partnership II/III parking lot, all visitors must park in the large parking lot on the corner of Science Drive and Technology Parkway. The Partnership II/III parking lot is authorized parking for occupants only. Also, do not park in the AT&T parking lot, across the street, as your car will be subject to being towed.
