- This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. NIMH-19-007031 includes all applicable provisions and clauses in effect through FAR Federal Acquisition Circular (FAC) 2019-1 simplified procedures for commercial items. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.501. This requirement is assigned North American Industry Classification System (NAICS) code 423450 with a size standard of 500 Employees is being considered. This acquisition is restricted to Brand Name Only and to total small business set-aside. The statutory authority permitting other than full and open competition is 41 USC 1901 and FAR Part 13-501. Only one award will be made because of this solicitation. This will be awarded as a firm fixed price type contract. BACKGROUND The NIMH is the Federal agency responsible for conducting and supporting research on the brain and mental disorders. This research brings hope and effective treatments to the millions of people who suffer from mental disorders, which also benefit their families and friends. Thus, communicating research through distribution of NIMH printed materials provides information to the public and to the professionals who provide for their care. The NIMH sleep service currently does not have a TcCO2 monitor that may be used concurrently with PAP machines and ventilators or that is a reliable for measuring TcCO2 during pediatric studies during in-lab sleep studies. The NIMH sleep service requires a reliable transcutaneous CO2 monitor that is placed on the skin versus the airway for pediatric studies and that can be used concurrently with PAP machines and ventilators. The SenTec Digital Monitoring System (SDMS) provides continuous and noninvasive real-time monitoring of transcutaneous CO2 partial pressure (PCO2), functional oxygen saturation (SpO2), pulse rate (PR), pulsation index (Pl) and heating power (HP) in adult and pediatric patients as well as for PCO2 and HP monitoring in neonatal patients in virtually any clinical setting. Additionally, the SenTec Digital Monitoring System (SDMS) is compatible in all aspects (form, fit and function) with existing equipment, Nihon Kohden Sleep/EEG Systems and coordinates, connects and interfaces with the existing systems by 3.5mm stereo connector cable. PURCHASE DESCRIPTION The U.S. Department of Health and Human Services, National Institutes of Health, National Institute of Mental Health (NIMH), plans to procure the following SenTec Digital Monitoring System (SDMS): 1. Three (3) SenTec V-Sign Digital Transcutaneous Blood Gas Monitors JUSTIFICATION FOR BRAND NAME AND REQUIRED SALIENT CHARACTERISTICS The essential characteristics of the Sentec V-Sign Digital Transcutaneous Blood Gas Monitor is that it is safe to use for extended skin contact with the patient during sleep and is compatible in all aspects (form, fit and function) with existing equipment, Nihon Kohden Sleep/EEG Systems, and coordinate, connect and interface with the existing system by 3.5mm stereo connector cable. Additionally, it can be used concurrently with PAP machines and ventilators. Quantity: Three (3) SenTec V-Sign Digital Transcutaneous Blood Gas Monitors Delivery Date: 30 days from the award of the contract PAYMENT Payment shall be made upon the delivery and acceptance of all required items in accord with the Prompt Payment Act. Award will be made on all or none basis.
