Page 10 of 10 COMBINED SYNOPSIS/SOLICITATION for: FIRE ALARM REPAIR FOR LYONS NEW JERSEY (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items and FAR part 13 - Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Request for Quote will be submitted through fedbizopps.gov on RFQ reference number 36C242-19-R-0192. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03. (iv) This procurement is being issued as 100% Service Disable Small Business Set Aside Open Market Competition. The North American Industry Classification System (NAICS) code is 811310, Local Messenger and Local Delivery, with a small business size standard of $7.5 Million. (v) The Contractor shall provide all resources necessary to accomplish the FIRE ALARM REPAIR FOR BUILDING 6 CANTEEN & BUILDING 54 @ THE LYONS VA. Scope of Work: The contractor shall be updating the hood suppression system to be code compliance and N.F.P.A. guidelines. Ansul systems in Patriot CafĂ©, serving line hood and rear hood are to be hydro test and recharged, serving line hood needs additional detector installed and nozzles adjusted providing Labor and Material necessary to accomplish the services as described in the statement of work (SOW), SERVICES TO BE PROVIDED UNDER THIS SCOPE OF WORK. The preliminary and final deliverables, all associated working papers, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order, presented to the contractor, shall be submitted to the CO for response. (a)Award shall be made to the contractor whose quotation offers the best value to the government, considering technical capability, past performance, and price. The government shall evaluate information based on the following evaluation criteria: Technical capability - The evaluation process will consider the extent to which the proposal demonstrates a clear understanding of the technical features involved in meeting the solicitation requirements and whether the vendor s methods and approach have adequately and completely considered, defined and satisfied the requirements in the Solicitation. Vendor shall identify all key personnel proposed to work on this requirement. This shall include a project manager/supervisor and describe the roles and responsibilities of each team member. The Contractor s management approach must demonstrate how it plans to conduct operations to include any contingency plans. Additionally, describe the skills, training and experience of each team member. Provide key personnel resumes in response to this factor to demonstrate skills, training and experience of proposed team members. Contractor shall provide a capability statement of no more than ten (10) pages, which demonstrates their ability to meet the requirement as describe in the Statement of Work. Contractor must provide three (3) instances of past experience with Fire Alarm Repair of similar scope and magnitude. If these were government contracts please provide contract number, point of contact & dates of performance.   (2) Past performance - Contractor must provide three references for contract of similar scope and magnitude to be evaluated. The contractors Past Performance shall also be reviewed in PPIRs; Individuals with no past performance shall receive a neutral rating for this evaluation factor.   (3) Price - The government will evaluate offers for award purposes based on the pricing for the total requirement. Offers for partial requirement will not be evaluated and will be deemed non-responsive upon receipt. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).   (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
