- This amendment is to open this requirement up to full and open competition. All respective parties may submit a quote. PWS WAGE DETERMINATION - Page 1 of 6 - Instructions to Offerors W912L2-19-Q-6028 A.Site Visit, Proposal Submittal and Inquiries 1.A site visit will be held on Tuesday, 17 September 2019 at 8:00 am. The Arizona Air National GuardBase is located at 6620 S. Air Guard way, off of Valencia, by Tucson International Airport. 2.Any questions shall be submitted in writing NO LATER THAN Monday, 18 September 2019 at 12:00 pm local time to allow time to responses.3.Quotes shall be DUE NO LATER THAN Friday, 20 September 2019 at 2:00 pm. B.General Instructions 1.This Solicitation is being solicited as full and open competition. 2.The submission of a response to this solicitation will constitute the offeror's acceptance of the terms andconditions of the RFQ, and related attachments. 3.It is the Government's intention to award without discussions. Offerors are encouraged to present theirbest Quote and prices in their initial submission. The Government reserves the right to hold discussions. C.Evaluation 1.The Government intends to award one firm fixed priced delivery order to the responsible offerorconforming to the solicitation that represents the best value considering price and other non-price factors.All proposals will be subjected to an initial screening for completeness and conformance with RFQinstructions before being evaluated. A proposal that is incomplete will not be considered for award. Thefollowing factors shall be used to evaluate offers: FACTOR 1 - Price -The proposed prices shall be evaluated for completeness, and reasonableness. TheGovernment may determine that an offer is unacceptable if the prices are significantlyunbalanced. FACTOR 2 - Technical -Sub-Factor 1 - Suitability of products versus specifications. Proposed products must meet orexceed specified technical requirements (per attachment 2). -Sub-Factor 2 - Technical Capability - The evaluation will consist of assessing the Offeror'stechnical approach to accomplish the tasks outlined in the Statement of Objectives (SOO). Theofferor must demonstrate a clear understanding of the nature and the scope of the workrequired. Failure to provide realistic, reasonable and complete information may reflect a lackof understanding of the requirements and may result in a determination that the vendor istechnically unacceptable Factors other than price when combined are approximately equal when compared to price. (b)Options. The Government will evaluate offers for award purposes by adding the total price for alloptions to the total price for the basic requirement. The Government may determine that an offer isunacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate theGovernment to exercise the option(s). - Page 2 of 6 - (c)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successfulofferor within the time for acceptance specified in the offer, shall result in a binding contract withoutfurther action by either party. Before the offer's specified expiration time, the Government may accept anoffer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice ofwithdrawal is received before award. (d)The Government intends to award without discussions. Offerors shall ensure their initial proposalcontains its best terms from a technical and price standpoint. However, the Contracting Officer reservesthe right to hold discussions if necessary. (e)The Government reserves the right to further verify contractor responsibility using any sourcesavailable including, but not limited to: Federal Awardee Performance and Integrity Information System (FAPIIS) System for Award Management (SAM) Other Publicly Available Information D.Schedule Contractors shall submit a lump sum quote based on the table below along with an in depth breakdown ofcosts. A breakdown of costs is mandatoryITEM NO SUPPLIES/SERVICES QUANTITY UNIT UNIT PRICE TOTAL AMOUNT.
