PWS Quick Glance Solicitation Document SOLDIER FAMILY MOBILIZATION BRIEFING VENUE, CATERING, LODGING FOR THE OHIO ARMY NATIONAL GUARD (OHARNG) NARRATIVES 1. ADMINISTRATIVE 1.1 The Ohio Army National Guard (OHARNG) seeks to host a Soldier re-integration program to provide training and information for Soldiers and their family members. This symposium will require a large venue space, on-site catering, lodging at or near the facility, and childcare. Childcare will be contracted separately. The symposium must be located within the Dayton, Ohio area. Due to the lateness of the solicitation, alternate offers will be reviewed as to room configuration and or time differences only. Conference must be held on 19 October, and must be in the Dayton, Ohio area. Changes to these (Date and Location) will only be approved via Solicitation Amendment. 1.1.1 One Procurement: Preference will be given to a vendor which can supply venue, catering, and lodging at the same venue. 1.2 The period of performance is 18 - 19 October 2019. 1.3 This acquisition will result in a Firm-Fixed-Price contract. 1.3.1 FY20 Funds are not currently available and will not be available until after 01 October 2019. No award can be made until funds are available. 1.4 The contract will be based on NAICS code 561920 and or 721110. 1.5 The Contractor must be registered with the System for Award Management (SAM). The Contractor must be active, must not appear on the Excluded Parties List System (EPLS), and must be eligible to receive award of a contract by the Government. 1.6 The OHARNG will only contract with the venue/caterer/lodging facility, not through a third-party/broker vendor in accordance with the Service Contract Act. 1.7 QUESTIONS. E-mail written questions requesting clarification of the RFQ to the Contracting Specialist, Amanda Britton at Amanda.L.Britton4.mil@mail.mil. 1.8 QUOTE SUBMISSION: Quote submissions must be received no later than 10:00 AM Eastern Standard Time on 24 September 2019. Quotes are to be submitted through electronic submissions via email (preferred) to Amanda.L.Britton4.mil@mail.mil or through FBO.gov. FBO IS TRANSITIONING TO SAM.BETA.GOV. To ensure receipt of quote, EMAIL is the suggested method of transmittal 1.9 Total price is needed per CLIN is required. Vendor may breakout the base, taxes, and service charges, but a total price is needed to determine the low vendor without further communications on price determination. 2. EVALUATION CRITERIA 2.1 OHARNG intends to evaluate proposal and make award without discussions. A Contractor may clarify certain aspects of a proposal or resolve minor or clerical errors. OHARNG reserves the right to communicate with any Contractor so as to better understand a Contractor's proposal, validate interpretation and assumptions of the proposal; or facilitate OHARNG's evaluation process. Such communications shall not be used to cure proposal deficiencies, material omissions, materially alter technical or price elements, and/or otherwise revise the proposal. 2.2 Proposals will be evaluated, and selection for award made, IAW Federal Acquisition Regulation (FAR) 12.602, ‘Streamlined Evaluation of Offers'. The Government will award to the lowest priced technically acceptable quote based on the offeror meeting the minimum requirements outlined in the Performance Work Statement (PWS). The following factors will be used: Factor 1 - Technical Acceptability, Factor 2 - Cost/Price. Factor 1 - Technical Acceptability will be rated on an "acceptable" or "unacceptable" basis. The contractor must show that the products offered can meet the minimum requirements outlined in PWS. Only Offerors with quotes determined to be technically acceptable will be eligible for award. Preference will be given to a central location is noted in the PWS. Factor 2 - Price will be evaluated in order to determine if the price is fair and reasonable.
