- Prospective Terms and Conditions The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, Natick Contracting Division intends to award a Firm Fixed Price sole source purchase order on behalf of the Edgewood Chemical Biological Center to Kellstrom Defense Aerospace, Inc, 15501 SW 29th St Ste 101, Miramar, FL 33027-5261 under the authority as prescribed in FAR Part 13.106-1(b)(1)(i) - only one source reasonably available that will satisfy agency requirements. This requirement is for the purchase of fan assembly. Kellstrom Defense Aerospace, Inc.'s model of fan/blower is part of a custom designed sample retention system integrated into a refrigerated ISU container known as the HULK Chemical Sample Retention Unit (CSRU). Two of these CSRUs already exist (one for DTRA and one for the 20th CBRNE Command) and the latter customer has ordered an additional unit to be completed in FY20. The space allocation, mounting provisions, and piping for this model of fan/blower have already been designed and validated and any changes would require a significant amount of work to accommodate. Additionally, as the 20th CBRNE Command already has a CSRU with this model fans/blowers installed, this new unit, along with its associated gaskets and replacement parts, would be 100% compatible with their existing unit and would ensure the logistical footprint would not increase. This is a notice of intent to issue this solicitation on a sole source basis. This notice of intent is not a request for quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these items no later than September 18, 2019 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government point of contact.
