- Draft SOURCES SOUGHT ANNOUNCEMENT: The Eastern Kansas Health Care System (EKHCS) Dwight D. Eisenhower (Leavenworth Campus) and/or Colmery O Neil (Topeka campus), is conducting a market survey to identify potential sources to provide verbatim reporting and transcription of Administrative Investigation Board (AlB) proceedings at the Eastern Kansas Health Care System facilities. This announcement is issued for informational planning purposes only and is not a request for proposal or announcement of a solicitation. Submitting information for this announcement is voluntary and VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. The purpose of this market research is to identify capable sources that are both experienced and qualified to provide all materials, labor, supervision and necessary personnel, and otherwise do all things necessary for and incidental to the verbatim reporting and transcription of Administrative Investigation Board (AlB) proceedings conducted by or pursuant to orders of the Office of the Director Eastern Kansas Health Care System. All reporting shall be by Computer Aided Transcription machine (CAT). The Contractor shall utilize a backup system. If testimony must be retaken because of mechanical breakdown of the CAT, transcribing, or stenographic equipment, or because of negligence by the Contractor or any subcontractor, the Contractor shall provide the services necessary to retake the testimony at no additional charge to the Department of Veterans Affairs or to any party to the litigation. In addition, the Contractor shall bear all transportation and subsistence costs, to be computed in accordance with travel regulations governing employees of the Department of Veterans Affairs, incurred by Office of the Director EKHCS, the parties and their witnesses and attorneys in attending or testifying at such retaking of testimony. The Contractor agrees that the assigned reporter shall perform all work in a business-like manner and according to the best standards of the reporting profession; and the Contractor, at all times, shall provide promptly at the time, date, and place designated, as many competent reporters and stenographers and maintain such staff and equipment at such times as may be necessary for the prompt recording of proceedings and the furnishing of satisfactory transcripts which shall conform to the requirements of this contract. The Contractor is required to assure either directly or through his/her subcontractors; (1) That each reporter is fully aware of the assigned work situation, including the occasional need for extending a hearing session beyond the normal work day; (2) That each reporter is aware of the additional compensation available to him or her when such services are required and used; (3) That, in fact, the additional compensation is received by reporters. The Contractor shall furnish complete transcripts, which accurately reflect the full and complete verbatim record of the proceedings. When the presiding official determines that there are errors in the transcript, he/she may require the Contractor to correct the errors and furnish the corrected transcript within five (5) calendar days after receipt of notification and without additional cost to the Government for the same, regardless of the delivery time the original order specified. The Contractor shall furnish transcripts, which are legible. In the event the presiding official finds one or more copies of transcripts to be illegible. The Contractor shall correct and replace the same with acceptable copies within one (l) business day after receipt of notification from the presiding official and without additional cost for such replacement. The North American Industry Classification System Code (NAICS) is 561492 (Court Reporting and Stenotype Services) and the small business size standard is $15 Million for this type of effort. Based on this information, please indicate whether your company would be a Large or Small Business and have a socio-economic designation as a small business, VOSB or SDVOSB. Capabilities Statement and Documentation: Firms/Companies are invited to provide their capabilities, experience and knowledge in providing these Services. Sources are asked to provide information to demonstrate their answers to the following items: 1. Company name, address, website, business type, socio-economic status (e.g., SDVOSB, Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), general small business, large etc.), and person of contact (including telephone number & email address). 2. Indicate and explain your capability of providing this service including maintaining any required certifications and or additional licensing. 3. Provide a summary of the staffing plan, supervision, materials and equipment that will be used and any relevant licensing. 4. Please indicate your company's size under NAICS Code 561492. In addition to a Capability Statement which includes the above information, submissions can include brochures, diagrams, etc. as attachments.
