Description
The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation, N00024-20-R-6302, for the award of a contract for the design, development, and fabrication of the Large Displacement Unmanned Underwater Vehicle (LDUUV), also known as Snakehead. Snakehead is a long-endurance, multi-mission UUV, deployed from submarine large open interfaces, with the capability to deploy reconfigurable payloads. Future missions for Snakehead include surveillance and reconnaissance, mine countermeasures, intelligence preparation of the operating environment, and deployment of various payloads. As a submarine launched UUV, the LDUUV will achieve full integration with the Modernized Dry Dock Shelter (DDS) and Payload Handling System (PHS) equipped submarines, as well as potential integration onto select surface ships. The solicitation will be issued electronically via the Federal Business Opportunities (FBO) website at http://fbo.gov. Interested parties must comply with that announcement. FBO is the Government’s single point of entry for the posting of synopsis and solicitation related information to the internet. Interested Offerors should monitor FBO for the release of the solicitation, any applicable amendments, and additional information related to the LDUUV program. Offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ in order to participate in this procurement. A formal Request for Proposal (RFP) is anticipated to be released during fiscal year 2020. SOLICITATION DOCUMENTS ACCESS The LDUUV solicitation documents, Bidder’s Library, and communications with industry (including Industry Day) will contain controlled information. Offerors are required to have a Defense Security Service (DSS) issued SECRET facility clearance, SECRET personnel clearances, and SECRET safeguarding capability in order to gain access to this controlled information. Upon proper clearance approvals by the Government, the Contracting Officer will issue a "Terms of Use" letter to the requesting company. The “Terms of Use” letter shall be signed and returned to the Contracting Officer and Contract Specialist. Upon receipt of the “Terms of Use” letter by the Contracting Officer, the classified or restricted disclosure attachments will be made available in a secure manner to the Offeror so long as the Offeror has met the security requirements detailed. Prior to release of the formal solicitation, the Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse the cost of any submission in response to this announcement -- the entire cost of any submission will be at the sole expense of the source submitting the information.
