- Justification and Approval (J&A) For Other Than Full And Open Competition The U.S. Department of State, Office of Acquisitions Management intends to award a Sole Source contract to Ultra Electronics Forensic Technology Inc., 5757 Cavendish Blvd, Ste 200; Montreal, Quebec Canada H4W 2W8. The delivery of supplies and services are required 10 days or sooner after contract award. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the statutory authority permitting other than full and open competition, 10 U.S.C. 2304(c)(1) or 41 U. S. C. 3304(a)(1) under FAR 6.302-1(d)(2), "Only One Responsible Source and no other supplies or services will satisfy agency requirement." This procurement is for the Integrated Ballistic Identification System (IBIS). It is to expand the current the current IBIS system to Balochistan. UEFT developed the first IBIS in 1991 and utilizes proprietary technology. Only their equipment and software can interface and communicate with the current Sindh IBIS or any other UEFT IBIS worldwide. UEFT is also the only source for required maintenance, upgrades, service and training. UEFT IBIS is the sole supplier of ballistic identification systems to the United States' National Integrated Ballistic Information Network, the United Kingdom's National Ballistic Intelligence Service, and INTERPOL's Ballistic Information Network, as well as to 70 countries and territories. This is to include specifically: QTY -1, 1 Ultra Electronics Forensic Technology (UEFT) IBIS BrassTrax HD3D Acquisition Stations; QTY-1, Optional Safeguard Warranty and Protection Plan/Room Setup. No solicitation package will be issued on FedBizOpps. The intent of this notice is not to request competitive proposals and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. No phone calls will be accepted and voice mail messages will neither be acknowledged nor returned. All responses shall be submitted via E-Mail Only as a Microsoft Word or Adobe PDF attachment to BradleyLR@state.gov by September 23, 2019; 11:00 AM/Eastern Standard Time (EST).
