Description
Notice of Intent to Sole Source Handheld Standoff Raman Spectrometer 12 September 2019 THIS NOTICE OF INTENT IS NOT AN AUTHORIZATION TO START WORK The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Edgewood Division intends to issue a Firm Fixed Price award on a sole source basis in accordance with FAR Subpart 6.302-1 to support U.S. Army Combat Capabilities Development Command (CCDC) Chemical Biological Center (CBC) and their requirement for a handheld Standoff Raman Spectrometer that is capable of rapid identification of hazardous chemical agents. The spectrometer must be a Raman scattering based device that has the capability to detect dark or highly fluorescent materials as well as powders at high speeds (<30 seconds). It must be able to provide data while measuring through thick walled, translucent containers and have an embedded library with Raman signatures of very specific explosive, narcotic, and toxic industrial chemical signatures. The intent is to award this contract to Pendar Technologies. Pendar Technologies is located at 30 Spinelli Place, Cambridge, MA 02138. At this time, it is the Government's understanding that no other contractor is capable of providing a handheld spectrometer meeting the aforementioned requirements. This notice of intent is not a request for competitive quotations; however, all responses received within seven (14) days of the issuance of this notice will be reviewed accordingly by the Government.
