Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. 1252KJ19S0006 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03. The NAICS code applicable to this acquisition is 334516 (Analytical Laboratory Instrument Manufacturing). The USDA-ARS in West Lafayette, Indiana, has a requirement for profiling of RNA transcripts in wheat samples following attack by Hessian fly larvae. Requirements: From 2ug of total RNA, poly A+ libraries will the constructed, quality control will be tested and high sensitivity, high throughput RNA sequencing will be completed using a NovaSeq 6000 or equivalent. For each sample, a depth of 80M read-pairs is expected. Sixty samples will be sequenced which includes 2 wheat lines, 2 treatments (infested and uninfested controls), 5 time-points, and 3 biological replicates. All samples must be profiled at the same time under identical conditions. Delivery: Results are expected within 3 months of sample delivery. The remainder of the wheat samples must be returned to the USDA. Access to raw data must be provided as link to the data in the Vendor genomics server. Results must be provided as raw and filtered sequences in a fast format. Expected sequence length should be 150bp. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall provide 1) technical specifications; 2) contact information for at least 3 previous contracts using the same technology within the past 12 months, 3) price and 4) Company's DUNS number. REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered. QUOTE PRICE MUST INCLUDE any freight, shipping, handling, as well as any applicable duties, brokerage, or customs fees. DELIVERY DATE DUE: Each offeror shall include their proposed delivery schedule as part of their quotation. The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Capabilities, (2) Past Performance (provide at least 3 examples of contracts using the same technology within the past year), and Net Price.
