- EMERGENCY BRIDGE EXTENSION The Virginia Contracting Activity intends to solicit and negotiate a (6) six month extension on contract number HHM402-16-D-0013/0010, Enterprise Cross Domain Services (ECDS), based on the authority of FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirement. This task order is a current award under the IC ITE Enterprise Management Services (EMT) IDIQ Contract. The Government intends to solicit and negotiate for Enterprise Cross Domain Service (ECDS). This short-term bridge contract extension to the existing task order will allow time for a task order competition to be completed under the Enhanced Solutions for the Information Enterprise (E-SITE) contract. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement or proposal which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Description of Supplies or Services: The requirement is to extend the existing Enterprise Cross Domain Services (ECDS) Task Order (from 09/28/2019-03/31/2020) will allow the Chief Information Office (CIO) and National Media Exploitation Center to continue to implement and monitor IC compliance with the Concept of Operations to ensure the integrated defense of the IC Enterprise Cross Domain Services (ECDS). The contractor services will include programmatic, engineering, operations, and maintenance support for Enterprise Cross Domain Services (ECDS) to enable platforms, interfaces and development necessary to satisfy new security controls and mitigate emerging security risks for cross-domain mechanisms. Due to the importance placed on delivering these capabilities as the operational availability of ECDS services for information dissemination, collaboration and data exchange at all classification levels are Mission Critical. The contractor shall: •Provide ECDS System and Security Engineering for Business and Mission applications. •Support the deployment and patching of ECDS components necessary to ensure a strong security posture. •Provide development support for Cross Domain shared Services Framework (CDSSF) to ensure business and mission needs can be met with existing capabilities and/or thorough enhancements. The contractor performance services consistent with an agile (iterative) development methodology. •Update required system and security documentation for each release. These documents shall include, but are not limited to: Design Documentation (Functional and Non-Functional Requirements, Design Diagrams and other artifacts) Master Development and Test Guide (aster Development Plan, Coding Standards, Master Test Plan) Security Documentation (SCTM, SSPs, Security Test Plans) User Documentation (Deployment Planning, Installation procedures, Configuration Guides, Administrators Manual, user Guides, etc.) Technology Assessments Release Notes/Version description Document Other technical/engineering documentation as required •Evolve CDSSF to support Global High Availability for transparent access to Cross Domain Services (Domains, Capabilities, Policies, Profiles and Files) regardless of which datacenter services. •Ensure CDSSF release is consistent with applicable standards such as NIST 800-53, applicable control overlays (e.g. CDS, Privacy, etc.), DISA STIGs (e.g. Operating System, Database, Application Server, Web Server, Application Security and Development, etc.), and ICS 500-27. •Provide an automated mechanism to move libraries, artifacts, dependencies and source code between the Unclassified CODE environment and JWICS CODE environment to support a mufti-domain DevOpsSec Enterprise capability Place of contract Performance is various CONUS and OCONUS locations. All work is at TS/SCI Level. The projected cost for this six-month extension is $6M.
