- Draft PWS Sources Sought for Fleet Readiness Center (FRC) Organic Industrial Aviation Base Centric Executive Leader and Continuous Process Improvement Training Support 1.0 Introduction The objective of this requirement is to equip executive-level Fleet Readiness Center leadership with specifically designed Executive Leadership and Continuous Process Improvement Training to assist in improving aviation readiness and throughput by integrating leadership development and business management concepts to include aviation depot readiness with emphasis on maintenance, repair and overhaul, to enable these Defense Organic Industrial Base leaders manage industrial organizations across the Naval Enterprise. 2.0 Disclaimer THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool for information and planning purposes and does not constitute a request for proposal (RFP) or a promise to issue a RFP in the future. This Sources Sought does not commit the Government to award a contract as a result of this announcement. These requirements are subject to change and the information provided below is for informational purposes only. At this time, the Navy is not seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative cost incurred in the response to this Source Sought. All costs associated with responding to this Sources Sought will be solely at the expense of the interested party. Not responding to this Sources Sought does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website. It is the responsibility of the potential offerors to monitor this website for additional information pertaining to this requirement. 3.0 Requirements The resultant contract is anticipated to be a single-award, Indefinite Delivery Indefinite Quantity (IDIQ) type contract with one (1), four (4) year ordering period. The Base Year period of performance is expected to be from 01 March 2020 through April 30 2021. 4.0 Background See attached DRAFT Performance Work Statement (PWS) If responding to this Sources Sought announcement, the ability to perform all tasking must be addressed. Separation of this tasking would not be in the Government's best interest. 5.0 Eligibility The applicable NAICS code is 611430. The Product Service Code (PSC) is code is U006 Vocational Training. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size (see paragraph 6.0). 6.0 Sources Sought Instructions: Interested parties must submit their response with any supporting documentation to include the following: a. An UNCLASSIFIED description of the respondent's general capabilities to fully support the entire effort. b. CAGE code, DUNS number, mailing address, phone number, fax number and email address. c. Business size, indicate whether the contractor is a Large Business or if qualifies as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. d. POC to receive/provide additional information or clarification. e. Provide a capability statement detailing your company's interest in this requirement and corporate capabilities along with experienced professional personnel who are qualified to support the requirement identified in the draft PWS. f. Provide contractor's capability displaying the high-level knowledge and working experience required in the draft PWS. g. Provide a description of your company's past experience and performance of similar contracts for Professional Executive, Aviation Depot based training support. h. Any other information your company deems necessary to aid in the Government in refining it acquisition strategy and assessing your company's capability. 7.0 Responses Full Response Submissions.
