- J&A The Government hereby submits a notice of intent to award a sole source firm fixed price Contract to General Dynamics for one GEM-1 and four GEM/EAM-3 software solutions. GEM One Encryptor Manager software is an enterprise level encryptor management software. This solution enables network administrators to have centralized management and oversite of network encryptors. General Dynamics Mission Systems is the only vendor that creates management software for General Dynamic encryption devices. GEM One encryptor management software is the direct replacement for the current solution used in theater and will act as an in place upgrade which will maintain the current operational configuration. The TACLANE (General Dynamics) family of encryptors is the most widely used encryptor in theater. The total estimated value is less than $100,000.00. This sole source contracting action is currently pursuing an ITAS waiver. The Information Technology Approval System (ITAS) Waiver replaces the Goal One Waiver Process. The upcoming solicitation will be issued based on the high probability of an ITAS Waiver being issued. If an ITAS waiver is not available at the point of award, award will be upheld pending receipt of the ITAS waver. In the event the ITAS waiver is not approved, no contract action will result from this requirement. Required Sources are not able to deliver the solutions listed in this requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and able to deliver to the in theater location (Kuwait City). The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
