Description
The Naval Sea Systems Command (NAVSEA) intends to increase the contract ceiling for complex maintenance and modernization work for Chief of Naval Operations (CNO) availabilities authorized under the Southwest Regional Maintenance Center (SWRMC) Cruiser (CG) / Destroyer (DDG) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contracts (MAC). NAVSEA competitively awarded three IDIQ-MAC contracts on 16 March 2016 under solicitation N00024-16-R-4401 for CNO availabilities to be executed at SWRMC for CG/DDG class ships. The IDIQ contracts were awarded as follows: N00024-16-D-4416 (BAE Systems San Diego Ship Repair, 2205 Belt St. San Diego, CA 92113-3634), N00024-16-D-4417 (Continental Maritime of San Diego, Inc., 1995 Bay Front St. San Diego, CA 92113-2122), and N00024-16-D-4418 (National Steel and Shipbuilding Company, 2798 Harbor Dr. San Diego, CA 92113-3650). The ceiling of this competitive contract was set at $539,180,879, however during execution, NAVSEA experienced an increased number of availabilities required to meet the needs of the Fleet. Therefore, NAVSEA intends to raise the ceiling value of the MAC by $299,341,135 to continue CG/DDG maintenance and modernizations within the competitively awarded period of performance (PoP) of the MAC vehicle. In accordance with FAR 6.302-1(a)(2)(ii)(B), this requirement will be procured without full and open competition to prevent unacceptable delays in fulfilling the agency's requirement. However, in accordance with the clause "Rolling Admissions for Future Additional IDIQ-MAC Holders," any vendors interested in participating in this MAC and the increased ceiling opportunity are encouraged to contact Melissa Donnelly, Procuring Contracting Officer, at melissa.donnelly@navy.mil to be provided an opportunity to compete.
