- This solicitation is for the contractor to assess the feasibility to evolve the current legacy system mission planning element and provide innovative and unique concepts toward the technology maturation of the Evolved Strategic SATCOM Strategic Communication Mission Planning (SCMP) capabilities. These capabilities will be based on the legacy system feasibility assessment in architecting a SCMP that supports worldwide and polar Department of Defense (DoD) strategic, secure, jam-resistant, survivable communications in all operational environments. The BAA defines an advanced research effort for the architectural design and technology readiness of the SCMP capability. BAA results will provide the Air Force Space Development Strategic Satellite Communication Division with SCMP technology maturation concepts and will help the Government determine the feasibility of evolving the legacy mission planning element capabilities within five focus areas: 1. Modular, open service-oriented architecture design 2. Interoperability 3. Ground System Integration 4. Cybersecurity 5. Classified This notice of proposed contract actions is a request for competitive proposals. Information furnished shall include enough detailed documentation to allow the Government to perform a proper evaluation. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Access to the full BAA and classified materials will be necessary to provide accurate responses to this BAA. The following outlines the process for receiving access to full BAA and classified materials. Industry members must contact Lt Charles Smith via email at charles.smith.159@us.af.mil to obtain the required documents for submittal. Upon completion of the vetting process, the material will be made available to the authorized recipient. An Ombudsman has been appointed to address concerns from interested parties. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
