- N0017419R0183 NOTICE OF INTENT TO SOLE SOURCE: Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), intends to award a firm fixed price sole source procurement with Bottom Line Technologies Inc., 3290 N Ridge Rd Ste 220, Ellicott City, MD 21043 to provide: •1. Embedded Systems Hardware Design Boot Camp, training course •2. Embedded Design with PetaLinux Tools, training course •3. Designing with the Zynq UltraScale+ RFSoC, training course •4. C-based Design: High-Level Synthesis with the Vivado HLx Tool, training course •5. Advanced Features of Software Design, training course •6. Advanced SDSoC Development Environment and •7. Methodology, training course •8. OPTION: This is an option to the base contract. If executed, the vendor shall provide 100 hours of technical support either by phone or on-site. The period of performance for the technical support is from award of this option until 30 September 2020. Transit time to and from On-Site technical support can vary from 1.5 hours to 2.5 hours depending on day and traffic. If on-site is required, the contract will be on-site for support for the full day. Transit time to and from on-site technical support is billable. •9. OPTION: This is an option to the base contract. If executed, the vendor shall provide 150 hours of technical support either by phone or on-site. The period of performance for the technical support is from award of this option until 30 September 2020. Transit time to and from On-Site technical support can vary from 1.5 hours to 2.5 hours depending on day and traffic. If on-site is required, the contract will be on-site for support for the full day. Transit time to and from on-site technical support is billable. The associated North American Industry Classification System (NAICS) code is 611420, which has an annual size standard of $12.0 million dollars. Interested vendors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any sources exist, and therefore, no Request for Quote (RFQ) is available. This notice of intent is not a request for competitive quotes; however, the Government will consider all information received by September 23, 2019. A determination by the Government not to compete this proposed contract action based upon the responses received from this notice is solely within the discretion of the Government.
