Description
DAR Sole Source Justification & Approval (REDACTED) This is a notice of proposed contract action that the Defense Information Technology Contracting Organization (DITCO) Mobility Section PL8414, 2300 East Drive, Scott AFB IL 62225, intends to issue a sole source contract to Cyber Reliant Corp., Doing Business As Trivalent, 180 Admiral Cochrane Drive Ste 410, Annapolis, MD 21401, for the procurement of Department of the Defense (DoD) Mobility Classified Capability - Secret (DMCC-S) Data-at-Rest (DAR) Email Solution. The DAR solution will be met by using an Android data file encryption protection that is National Security Agency (NSA) National Information Assurance Partnership (NIAP) approved and listed on the Commercial Solutions for Classified (CSfC) Components List. Certification will require validation against the Application Software Protection Profile (PP), Email Client PP, the Functional Package for TLS and any additional selections set by the CSfC components list. The email client is also supported by a secure file editor that supports Microsoft Exchange ActiveSync protocol. The email client allows the user the ability for viewing, creating, editing and storing documents securely on a DMCC-S device within the protected DAR email client file encryption container. At this time, Trivalent is the only source capable of providing a DAR email solution that meets all of the required capabilities. The statutory authority is 10 U.S.C 2304(c)(1) and Federal Acquisition Regulation (FAR) Part 6.302-1. Anticipated award execution is September 23, 2019. The award will be firm fixed price with a one year Period of Performance and a six month option period, spanning September 2019 through March 2021. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency NLT September 11, 2019 at 2:00 PM Central.
