- Description
- The Naval Air Warfare Center Weapons Division China Lake, California (CA) intends to procure a Firm Fixed Price (FFP) type contract on an other than full and open competition basis in accordance with FAR 6.302-1 from The Boeing Company, 6200 JS McDonnell Blvd, St. Louis, MO 63134-1939. This requirement is for a 30 day period of performance. This procurement is for the F/A-18 and E/A18-G Conformance Fuel Tank (CFT) software products. The CFT software is required to support integration of the CFT hardware that will be installed into the F/A-18 E/F Super Hornet Block III Upgrade. The contractor shall also provide analysis and documented results of software integration requirements discussed during the CFT Hardware System Requirements Review (SRR), the Hardware System Functional Review (SFR), and the Hardware Technical Interchange Meetings (TIMs). The Boeing Company (Boeing), is the original and sole designer, developer, integrator, manufacturer, and supplier of all variants of F/A-18 and EA-18G aircraft. As such, Boeing is the only source that has the unique combination of airframe and weapons system integration knowledge needed to perform the required mission support. Only Boeing can ensure compatibility between software and aircraft systems due to the ongoing changes, upgrades, and system enhancements that are being made to production aircraft. The Government does not possess adequate technical data or the rights necessary to competitively award this requirement. Solicitation N6893619R0033 will be posted on the FEDBIZOPPS website at http://www.fbo.gov/. Estimated award date is 08 November 2019. Delivery requirements shall be F.O.B. Destination China Lake, CA. All responsible sources may submit a written proposal which shall be considered by the Agency. This notice is not a request for competitive proposals; however, any firm believing they can fulfill the requirement may submit a written response which shall be considered by the Agency. The written response shall reference solicitation number N6893619R0033 and clearly show the firm's capability, background, experience, and assets necessary to meet the requirement without compromising the quality, accuracy, reliability, and delivery of the product and without substantial duplication of cost to the Government. Written responses shall be submitted by email to christopher.bachman@navy.mil or mailed to Commander, Code 254110D (Chris Bachman), 1 Administration Circle, STOP 1303, China Lake, CA 93555-6100 within 15 days from the Notice date.
