- WY-ROAD GRADER ROLL OVER PROTECTION STYSTEM (ROPS) It is the intent of the Bureau of Reclamation to award a sole source contract to Wyoming Machinery Company for the Roll Over Protection System (ROPS) repair and certification on the Caterpillar 12G road grader. Wyoming Machinery is the only licensed Caterpillar distributor vendor within 100-mile radius that can perform the service and certify the ROPS. Caterpillar 12G Road Grader has degraded and sustained damage to the upper and lower right side of the cab. Inspection by Caterpillar determined that the damage on the cab has affected the integrity ROPS and has been de-certified. The repair for critical safety features of equipment shall only be performed by the original equipment manufacturer or their licensed repair facilities. This action is authorized in accordance with Federal Acquisition Regulation (FAR) 13.106-1 (b) (1). This procurement is being conducted pursuant to Part 12 and 13 of the FAR. Since Reclamation believes that only one responsible source can fully provide the service that will satisfy the agency ¿s requirement, a Determination to Solicit from a Single Source has been prepared and approve by the Great Plains Regional Office Chief of Contracting. The Government intends to award this requirement on or around September 20, 2019. Vendors that recognize they can fully provide the required service are encouraged to identify themselves and give written notification to the Contract Specialist, Tonya A. Pittsley. In order to allow for sufficient Government consideration, vendors shall submit their written Letter of Intent no later than September 10, 2019. Responses received after September 10, 2019 will not be considered by the Government. Responses to this notice should be mailed to the Bureau of Reclamation, Attn: Tonya A. Pittsley, P.O. Box 1630 Mills WY 82644, or faxed to 307-261-5691, or e-mailed to tpittsley@usbr.gov. All responses should include the vendor ¿s Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a ¿small business ¿ or and ¿other than small business ¿ under North American Industry Classification System (NAICS) Code 811310. The applicable Small Business Size Standard is 8 million. A determination by the Government not to compete this proposed action based on the responses to the notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. NOTE 1: Effective August 1, 2012 any contractor to be awarded a government contract must be registered and active in System for Award Management (SAM).
