- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number 140P2119R0048 is issued as a Full and Open request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-3. (iv) The solicitation is issued as a Full and Open competition. The associated NAICS code is 611430. (v) Please see the attached solicitation 140P2119R0048 for a list of contract line item number(s) and items, quantities and units of measure. (vi) Please see attached solicitation 140P2119R0048 for a description of requirements for the items to be acquired. (vii) Please see attached solicitation 140P2119R0048 for the date(s) and place(s) of delivery and acceptance and FOB point. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Please see attached solicitation 140P2119R0048 for the specific evaluation criteria. (x) The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer, OR, in accordance with the provision, the Offeror shall complete only paragraphs (b) of the provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete paragraphs (c) through (r) of the provision. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Please see attached solicitation 140P2119R0048 for additional FAR clauses cited in the clause that are applicable to the acquisition. (xiii) Please see attached solicitation 140P2119R0048 for additional contract requirement(s) and terms and conditions. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. (xv) Questions are due, via e-mail, no later than 3:00 p.m. ET on September 12, 2019. Offers must be submitted in accordance with RFP and are due no later than September 19, 2019 at 3:00 p.m. ET.
