- In accordance with FAR 5.101(a)(1), 5.201, and 13.106, this is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Branch, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to the Association of State Dam Safety Officials, to provide continued training and education to dam safety professionals. The Association of State Dam Safety Officials has a robust suite of webinars specifically tailored to dam safety topics and is the only organization that is recognized by FEMA to provide these services. The Contractor shall provide unlimited access to State Dam Safety Officials for ASDSO's Web-Based Training Program's live webinars. In addition, the training portal shall house the 70+ archived, 2-hour webinars created by ASDSO. State dam safety officials shall have unlimited access to these achieved webinars. Also, the contractor shall update the Dam Failure and Incidents website by adding five (5) lessons learned and five (5) best practices case studies. The expertise of the ASDSO Dam Failure and Incidents Committee shall be utilized in the identification, evaluation and drafting of the lessons learned and best practices case studies that shall be posted to the website. The Association of State Dam Safety Officials is uniquely positioned in the industry and is the only vendor who currently has the online training and lessons learned modules required by the Water Resources Reform and Development Act (WRRDA) of 2014 (Public Law 113-121) that are developed specifically for state dam safety officials and professionals. For this support, FEMA OCPO intends to award a contract to the Association of State Dam Safety Officials having a (1) year performance period. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting.
