- Synopsis / Pre-Solicitation Notice, Amendment 0001 OFFICE ADDRESS: Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE) Acquisition Operations Branch, HQ, 45600 Woodland Road, VAE-AMD, Sterling, VA 20166 This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The Department of the Interior (DOI), the Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), has a requirement for Geological Interpretive Tools (GIT) for Petroleum Exploration & Production (E&P) Analysis. This procurement is being conducted on a competitive basis in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation. Award of multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts are anticipated as a result of this solicitation. Multiple delivery or task orders may be issued against any resultant IDIQ contract on a firm-fixed-price (FFP), labor hour (LH) or time-and-materials (T&M) basis as needs arise. The BSEE Acquisition Operations Branch is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Federal Government awards. The applicable NAICS Code is 511210, Software Publishers. The primary Product/Service Code is D319, Information Technology Annual Software Services. Additional PSCs that are anticipated to be used under the IDIQ are 7030, Computer Software Commercial, D307, IT Pro Services ¿ Other Services Non-Federal, and D308, IT and Telecom Programming. The ordering period of the resultant IDIQ contract is expected to be 60 months from the date of award with a ceiling amount of $25,000,000. This requirement is not a small business set-aside. BACKGROUND: The Bureau of Ocean Energy Management has a requirement for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to obtain tools necessary to perform independent analyses of oil and gas resources and reserves, while maintaining technical parity with industry. Any resultant IDIQ contract will provide for the acquisition of COTS geoscience, geophysical and engineering software applications, software maintenance, software and non-software consulting services, and training to effectively perform petroleum exploration and production analysis. The current GIT technology in use by the BOEM is primarily based on Schlumberger Technology Corporation tools that are deployed within the BOEM/BSEE IT environment. OBJECTIVE: The main objective of this IDIQ contract is to obtain a cost effective solution to modernize, maintain, or replace the current GIT technology, while leveraging existing investments in hardware infrastructure and software. The BOEM/BSEE has invested heavily in existing GIT software through both direct costs, including the cost of the software, maintenance and support services, and through indirect costs, which include the cost of personnel time, training, and technology. Critical data are stored in existing proprietary software application formats and workflows have been developed around these existing project data stores. Software maintenance services on the BOEM ¿s existing GIT software investments will likely represent a significant portion of forthcoming requirements. SCOPE: The Contractor shall provide Geological Interpretive Tools (GIT), to include Software, Software Maintenance, Training, and Consulting Services. Seismic Data Processing 14. Seismic interpretation 15. Seismic Modeling 16. Velocity Modeling 17. Cloud Computing 18. Software as a Service 19. IT Infrastructure as a Service 20. Software Maintenance 21. Technical Support Related to Application Software 22. Consulting Services Related to Application Software 23.
