- Top-Level Requirements for the WLR and WLIC Partial List of Tasks Questions FAR Provision 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of obtaining market information and capabilities from prospective offerors that can design and build ships of the type described in this notice. The U.S. Coast Guard will use information received to finalize its acquisition strategy - especially to determine whether a small business set-aside is appropriate. (End of provision) This RFI is issued by the U.S. Coast Guard (USCG) Waterways Commerce Cutter (WCC) program office as a means of market research. The USCG plans to replace an aging fleet of construction tenders and buoy tenders. This fleet provides the USCG with the capability necessary to execute and support statutory and federally-mandated missions in Inland Waterways and Western Rivers (IW&WR) of the United States. This RFI focuses on replacing the capabilities of all 13 Inland Construction Tenders (WLIC) and 18 River Buoy Tenders (WLR) - a total of 31 ships. A separate RFI will focus on replacing the capabilities of the Inland Buoy Tenders (WLI) - a total of 4 ships. The USCG has decided to pursue a single contract to procure two mono-hull ship variants with a common after-body as the materiel solutions to replace the WLIC and WLR. These two ship configurations will feature maximum commonality in ship hull structure and ship systems. The configurations will have different hull lengths, working deck layouts and deck equipment (e.g., cranes) designed for their missions. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the USCG to purchase any supply or service whatsoever. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the USCG to form a binding contract. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI. Respondents are also advised that all submissions become USCG property and will not be returned. The USCG may share submissions with its support contractors having subject matter expertise for their review and comment. The WCCs will have constrained draft, beam, and length to ensure access to their areas of operation, which include shallow water, narrow channels, and tight turns. Attachment (1) provides data on top-level requirements for the WLIC and WLR replacements. Attachment (1) supersedes information released previously by USCG about the WCC program. Attachment (2) provides a partial list of tasks which the shipyard/design agent will be required to perform. Attachment (2) is provided to convey the size and complexity of this program. Companies that believe they have the capabilities to design and build these ships are requested to respond to the questions provided in Attachment (3). In addition to answers to the questions in Attachment (3), responses should also include: Dun and Bradstreet Number (DUNS), Commercial and Governmental Entity (CAGE) code, and company web site address. If desired, include in a separate section any questions, comments and suggestions in relation to the work required.
