- SYNOPSIS: NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT ANNOUNCEMENT NUMBER: 1305M2-19-00019 PROJECT TITLE: GP26 AEROLOGICAL SOUNDING BALLOONS The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, National Weather Service (NWS) intends to negotiate on a sole source basis with Kaymont Consolidated Industries, Inc. (Kaymont), using the procedures in FAR Part 15, to provide GP26 Aerological Sounding Balloons for the Service and Upper Air Division. Kaymont is the only vendor able to produce and deliver GP26 balloons that meet the NWS GP26 Balloon Specification at a rate that meets the NWS 6,500 per month usage rate, 75-day lead time, and is compliant with U.S. Trade Agreements. The statutory authority for other than full and open competition is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industry Classification Code (NAICS) for this acquisition is 326299, All Other Rubber Product Manufacturing, with a business size standard of 500 employees. This is not a solicitation for competitive quotes, nor will one be posted on FedBizOpps. Responses to this notice must be provided within fifteen (15) calendar days from the date of this notice. Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 11:00 A.M. Eastern Daylight Time, September 20, 2019. The responses must be submitted via e-mail to Nicole Frie, Contract Specialist, at Nicole.Frie@noaa.gov.
