- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is KFT1 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 336999 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted and will end on 2019-09-12 18:00:00.0 Eastern Time or as otherwise displayed at www.UnisonMarketplace.com. FOB Destination shall be Fort Polk, LA 71459 The MICC End User requires the following items, Brand Name or Equal, to the following: LI 001: O100CARKFT Fire Trainer Car Fire Prop Portable Car Prop The Car Fire Prop shall be designed with the following features: Minimal Dimensions = 12.5 ™L x 5 ™W x 4.5 ™H The car mockup shall be designed replicate a mid-size vehicle and include the following features: Operating hood Operating passenger and driver doors Operating trunk Driver and passenger seat mockups Steering wheel mockup The car shall incorporate the following stainless steel burners to replicate the following fire scenarios. Fires shall be manually selectable prior to training commencement. Engine fire forward passenger area fire rear passenger area fire The car mockup shall include a stainless steel sub-frame assembly that is water cooled to extend the life of the mock-up. A 1 ˝ ť FD connection shall be provided on the rear end of the mockup for cooling water. The design shall allow for insertion of the flame pilot module in the rear of the mockup during training., 1, EA; LI 002: O100PBKFT Fire Trainer Pilot Box The unit is completely portable and can be controlled by one person, allowing the instructor the ability to ignite or extinguish a fire from a master controller. The hoseline trainer shall provide training in the safe approach, cooling and extinguishment of simulated Class A, B or C type fire situations. The fire trainer shall consist of the following main components described in this section. Flame Pilot Module Fire Pan built into floor of Helo Trainer Wireless Controls The fire shall burn until the operator commands the fire to cease in response to correct trainee extinguishment techniques. The flame pilot module shall be designed to be mobile with removable wheels for ease of transport. The pilot module housing shall be constructed of stainless steel and water-cooled. The flame pilot module shall be designed to house: A flame pilot electronic-ignition system A Burner control system consisting of: A vapor gas train with inlet and outlet connection points for standard, hand-tight acme fittings A liquid gas train with inlet and outlet connection points for standard, hand-tight acme fittings The flame pilot shall not be extinguished by agent application. The flame pilot shall be instructor controlled. Power 110 VAC (50FT AC power cable provided) High fire output up to 33MlBtuhe (10MW), comes with complete detailed instruction manual for onsite operator reference. Control Pendant: The instructor through the use of a wired or optional wireless control pendant shall control all training fires. The control pendant shall provide for full control of the flame pilot, the two-stage fire, and śdead-man ť capability. The dead-man safety feature, when enabled shall immediately turn off the fire. Trainer Operation The system shall operate as follows: Using the control pendant, the operator shall turn ON śConstant Flame Pilot ť After visually verifying that a constant flame pilot is present the operator shall switch the vapor and/or liquid flame switches to create a single or dual stage flame effect. The vapor fire switch and the liquid flame switch must remain active throughout the training exercise. Release of the switch at anytime shall cause the vapor and/or fire(s) to extinguish. Turning off each burner shall control fire extinguishment as the trainees apply proper extinguishment techniques. Once the training area is extinguished, the pilot shall be turned off. Pilot box is compatible with all KFT O-100 Fire Training Props, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC End User intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC End User is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com. This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time.
