- This is a Combined Synopsis/Solicitation announcement for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Solicitation number 972534NGRL is issued as a Request for Quote (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02 corrections. North American Classification Coded (NAICS) 541714 Research and Development in Biotechnology (except Nanobiotechnology) is applicable. Interested offerors must submit their proposal with the price on a separate sheet to Althea.Paul@usda.gov by 9/15/2019 @ 9:00 a.m. Price includes all labor, supervision, supplies, materials, service warranty costs, shipping costs, discount terms and any additional discounts offered from the standard pricing to your most favorable customer. All responses will be evaluated. The government intends to award a Firm Fixed Price Contract with a base plus 4 options years to the offeror with the lowest price technically acceptable. Product Specification/Service description: SPECIFICATIONS FOR LIBRARY PREPARTION AND LIBRARY CONSTRUCTION, AND SEQUENCING SERVICES: The Government shall provide the following: 1) The Government will provide 172 RNA samples (sets of 20-24 samples per Illumina cartridge per submission). 2) Samples will be packed on dry ice in a cooler and pay for the overnight shipping 3) The USDA, ARS shall provide an email to the Contractor with the shipping tracking number on the date the samples are shipped. 4) Replacement samples will be provided upon request. 5)The USDA, ARS shall collect the results as raw sequencing data provided by the FTP or other means of transferring large data sets. The provider will deliver data within two weeks from sample submission. The Contractor shall provide the following: 1. cDNA library preparation: a. DNase treatment on total RNA samples. b. rRNA Depletion using ribo-zero kits. c. Perform QC to assure RNA quality is suitable for cDNA library construction. d. RNA library construction (Produce cDNA libraries for HTS). 2. High throughput sequencing: a.Ability to Multiplex samples for sequencing with unique barcodes b. Perform sequencing using Illumina NextSeq, HiSeq2500 or HiSeq4000 system. c. Produce raw data reads (75 bp single-end reads). Expected number of raw data reads per sample are 25, 000, 000 to 50, 000, 000 d. Electronic access to a LIMS (Laboratory Information Management System) based system for access to sequencing data once sequencing is completed. 5. Provide a final release of claims with the final invoice. DELIVERY OF SERVICES: The results and final invoice must be completed no later than 14 days after receipt of the Purchase Order No. _________________________. The Contractor will notify Dr. Dimitre Mollov by email at dimitre.mollov@usda.gov, Jenny Matte, the Contracting Officer, at jenny.matte@usda.gov, and althea.paul@usda.gov when the results are completed and available for access through LIMS. All proposals shall be submitted via email to althea.paul@usda.gov. Evaluation Factor for Award when competition exists: All offers are reviewed for Technical Capability, Past Performance, and Price using the following criteria: EVALUATION FACTORS FOR AWARD-FAILURE TO PROVIDE THE INFORMATION RELATIVE TO EACH EVALUATION FACTOR MAY RENDER YOUR OFFER NON-RESPONSIVE. An award with a base plus four option years will be made to the offer that is Technically Acceptable with the Lowest Price (LPTA); Questions will not be accepted.
