- The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for biofouling and physical performance testing of 6 coatings, in accordance with MIL-PRF-24647E, particularly Section 4.4.1.1., including biofouling resistance (ASTMs D4579, D3623, D6990), and physical performance with regard to checking, cracking, and blistering (ASTMs D660, D661, and D714). The services require testing for 24 months of exposure. The set-aside for small business concerns has been dissolved. The NAICS code is 541380. The proposed contract action is being solicited on a sole-source basis to Battelle Memorial Institute. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(iii). Battelle Memorial Institute is currently conducting testing using anti-biofouling ship hull coatings under contract N00167-17-P-0129. The current requirement is for continued testing of a subset of the test panel currently being tested under contract N00167-17-P-0129. Once testing has begun on the panels they cannot be allowed to dry out making transportation of the panels logistically challenging and costly. In addition, the biofouling characteristics (temperature, salinity, pH) must remain the same throughout the testing and the testing site must be approved per MIL-PRF-24647E (Battelle Memorial Institute is an approved site). Award to any other source at this stage of testing would result in duplication of costs to the Government that are not expected to be recovered through competition and would result in an unacceptable time delay. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by 20 September 2019, at 5:00pm. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
