- This agency proposes to issue a Solicitation for a sole source contract CLIN for the purpose of providing ancillary engineering support involving multiple DLA/USAF managed NSNs/FSCs to support the TF33 Engine. The support provided will primarily involve processing "cold start" NSNs that have cold supply chains with no presently viable sources of supply. These items typically require significant engineering support to bring them into a procurable status. This may be due to obsolete materials, obsolete processes, outdated proprietary drawings, non-existent manufacturing capability, etc. This requirement will necessitate the awardee to possess all rights and capabilities to update proprietary data, coordinate approvals with the Engineering Service Activity as needed, and qualify sources in accordance with all applicable quality standards wherever needed. This award CLIN is intended to be awarded on a sole-source basis as supported by a J&A IAW FAR 6.302-1. The proposed sole source solicitation will be issued to the Original Equipment Manufacturer (OEM) United Technologies Corporation, Pratt & Whitney, CAGEs 52661/77445. The proposed contract action will be for a total period of performance not to exceed September 26, 2023. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. The proposed contract CLIN will be a fixed price, Requirements type contract CLIN subject to price redetermination. A list of specific NSNs to be reviewed is not presently determined but will be identified through the efforts ongoing under CLINs 001 & 002 of this effort. NSNs to be reviewed are not expected to be published in the future. Based on the responses to this synopsis, a letter RFP may be issued. For a copy of the letter RFP and any associated attachments please contact the contracting officer listed below. The requirement (listed above) has been identified as sole source. However, some items to be reviewed may have history showing awards to other than the OEM. Responses to this announcement from other than the OEM are required by September 20, 2019 and should identify interest and include evidence of ability to supply the service for the full contract period as identified. A copy of the letter of interest should be forward to the contracting officer identified herein and SBA PCR Michael Massello (Michael.1.Massello@dla.mil). If a standard solicitation is utilized, it will be posted on FBO on or around September 23, 2019. This solicitation will close on or around October 23, 2019.
