Description: National Cancer Institute (NCI), Center for Cancer Research (CCR) Division of Cancer Control and Population Sciences (DCCPS), Office of Acquisitions (OA)plans to procure services to enhance the functionalities of SEER*CMapper by incorporating several new features in the program; 2) support the maintenance of the SEER*CMapper program for one year; and 3) conduct feasibility studies to assess the effort required to implement the class separability classification method in two NCI portals. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541990 - All Other Professional, Scientific and Technical Services. This will be awarded as a Severable Firm Fixed Price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. BACKGROUND The class separability concept reflects the likelihood that estimates assigned to the two sides of a class break of a choropleth map are statistically different. This concept can also be used as a classification method to determine class breaks which produce maximum levels of separability between estimates in different classes. The SEER Choropleth Mapper (SEER*CMapper) is a stand-alone program to implement the class separability classification method to support choropleth mapping of SEER data. The SEER database includes incident data in frequencies and rates, and mortality rates for US populations. SEER*Stat users can download data from the SEER database, but these data could not be viewed in map form easily. SEER*CMapper can ingest data downloaded from SEER*Stat and create state or county level choropleth maps of the entire U.S. using standard map classification methods (natural breaks, quantile, equal intervals) and also the class separability classification method. The first version of SEER*CMapper was deployed in September of 2018, fully meeting its original design requirements. But during the development process, NCI identified additional functionalities that are deemed desirable, while the development team ran out of time and resources to implement these additional functions. In addition, the Surveillance Research Program, Division of Cancer Control and Population Sciences at NCI publishes maps and data with geographic information routinely via multiple venues, including the NCI GIS portal and the NCI State Cancer Profiles portal. Choropleth maps published in these venues support only standard map classification methods, and therefore, resultant choropleth maps do not consider the reliability levels of mapped rates, and thus the spatial patterns may be misleading. SCOPE The Contractor shall provide the maintenance service of SEER*CMapper software, enhance and improve SEER*CMapper usability, and conduct feasibility studies of implementing functionalities of SEER*CMapper in NCI portals. CONTRACT REQUIREMENTS/ AND PERSONNEL QUALIFICATIONS Task 1: Provide the 12-month maintenance service of SEER*CMapper During the 12-month contracting period, the Contractor shall (i) maintain the server and website hosting the SEER*CMapper program; (ii) respond to users' queries and provide technical support to users of the tool; (iii) correct errors in the program based on reports filed by users; and (iv) disseminate an enhanced version of the program at the end of the contract period. Task 2: Enhancing and Improving SEER*CMapper Usability During the development of SEER*CMapper, NCI personnel identified several desirable features which were not included in the original design of SEER*CMapper. These features allow users to adjust the parameters in producing cancer statistics mapping to meet specific mapping requirements. Contractor shall further develop SEER*CMapper to include these functions to enhance it usability. Sub-task 2a: Allow Users to Determine the Numeric Formats on the Legend Currently, the formats of class break values and confidence levels shown in the legend are fixed in SEER*CMapper (class breaks are rounded to integers and confidence levels have one decimal point). The Contractor shall modify SEER*CMapper to allow users to determine the numeric formats, including rounding to 10s or 100s, and the number of decimal values. Sub-task 2b: Offer Users the Option to Filter Specific Values or Observations for Rendering After users download data from SEER*Stat, all data are ingested into SEER*CMapper to create choropleth maps. All valid values, including null values are included on the map. Users cannot filter values or observations to be rendered on the map. Occasionally, some values, such as those with very large standard error (SE) may not be too meaningful and should be excluded. For the enhanced version of SEER*CMapper, the Contractor shall modify the program to allow users to filter certain values or areal units to be included in the classification process and the rendering of the choropleth map. Sub-task 2c: Adjusting the Ranges of Values and Confidence Levels on Relevant Graphical Display Elements In the current version of SEER*CMapper, the vertical bar plot shows the values of estimates and associated errors with error bars. The vertical axis has a range of 0 to a maximum value. Given the distribution of the estimates and errors, the minimum of the vertical axis can be adjusted to a value larger than 0 to facilitate visualization. On the Bar Chart Controller window, the horizontal bar controlling the acceptable confidence level (CL) has a default range of 0 and 100, which may not be attainable given the distributions of estimates and associated error levels. In the enhanced version, the Contractor shall modify the range of the horizontal bar to display the range of CL values attainable by the actual data. Sub-task 2d: Creating County-Level Maps for Single State SEER*CMapper is a stand-alone application and will create state or county level choropleth maps of the entire U.S. even if users do not have GIS software or boundary data of the U.S. The reason is that the downloaded program includes state and county- level boundary data of the U.S. Data downloaded from SEER*Stat will be merged with the state or county level boundary shapefiles for mapping. For the county boundary shapefile, it covers the entire country. However, county-level data downloaded from SEER*Stat may be limited to one or a few states only. With counties in most states with missing data, such maps are not ideal. The Contractor shall modify SEER*CMapper such as users may be able to select rendering county-level maps for selected states, but not for the entire U.S. Such maps shall be more meaningful and useful. Sub-task 2e: Incorporating Other Criteria to Determine Separability Currently, separability of a class break is defined as the minimum probability among all pairs of comparisons between estimates above and below a class break value in SEER*CMapper. This is an extremely conservative statistic, which may be appropriate for certain contexts. But in other contexts, such as for estimates derived from smaller sample sizes at the county level, such a conservative statistic to determine separability may be impractical. Less conservative statistics may be chosen for different contexts. The current version of SEER*CMapper does not have the flexibility to choose other statistics. The Contractor shall conceptually develop, and empirically evaluat other less conservative statistics (e.g., averaged probabilities, or conditional probabilities). After evaluation, the Contractor shall implement these new statistics in SEER*CMapper as additional criteria to evaluate separability and then to determine class breaks. Sub-task 2f: Accommodate Input Data Other than those from SEER*Stat The current version of SEER*CMapper assumes that the input data are either downloaded from SEER*Stat or data already stored in ESRI shapefiles format. However, public health users may have data in other tabular formats. One example is the tabular data from the State Cancer Profiles portal (https://statecancerprofiles.cancer.gov/index.html). Therefore, the Contractor shall extend the usability of SEER*CMapper by expanding the capabilities to read tabular data in additional formats. These formats may include, but are not limited to MS Excel, Access, dbf, and text. Task 3: Conduct Feasibility Studies of Implementing Functionalities of SEER*CMapper in NCI portals In NCI, under the Division of Cancer Control and Population Sciences, the Surveillance Research Program publishes data and related maps routinely via multiple venues, including the NCI GIS portal (https://gis.cancer.gov/portal/) and the NCI State Cancer Profiles portal (https://statecancerprofiles.cancer.gov/index.html). The NCI GIS portal renders various types of maps. Even if the data are statistical estimates with error information (such as standard error or margin of error), only standard classification methods are used in compiling choropleth maps and the error information of estimates is not considered. The NCI State Cancer Profiles portal provides public access to a version of the SEER data at the state level without disclosure problem and choropleth maps are generated using standard classification methods without considering the error information of the estimates although the data have confidence interval (CI) information, which may be converted into standard error). The Contractor shall evaluate the technical challenges and difficulties, and eventually determine whether it is feasible to implement the class separability classification method in the two NCI portals as an additional classification method, given the current technologies adopted by the two portals. REPORT(S)/DELIVERABLES AND DELIVERY SCHEDULE Complete deliverables schedule listed below. Task 1. Due at the end of the eleventh month after the start of the contract. 1) the Contractor shall start to maintain the latest version of SEER*CMapper on the contractor's website; and 2) provide a record of inquiries received and changes made during the maintenance period. Sub-task 2a-2c. Enhanced functions listed under sub-task 2a to 2c (numeric formats in the legend, filter values for rendering and adjusting the ranges of display elements) shall be developed in SEER*CMapper. Deliverables are due in three (3) months after the start of the contract. Sub-task 2d-2e. These enhanced functions include creating county-level maps for single state and incorporating other criteria to determine separability. Due in six (6) months after the start of the contract. Sub-task 2f. Accommodating input data other than the SEER*Stat format. Deliverables due eight (8) months after the start of the contract. Task 3. Feasibility studies of incorporating SEER*CMapper into the NCI GIS portal and the NCI State Cancer Profiles portal. Deliverable in the format of a draft report is due in eleven (11) months after the start of the contract. NCI will review the report and provide feedback, preferably within two weeks. The final revised version will be submitted in twelve (12) months after the start of the contract. COMStar Computing Technology Institute is the only known source, uniquely qualified to perform the services as outlined in the statement of work. They have extensive research experience in method development that applies spatial and temporal analysis techniques in health data. COMStar staff understand the unique functional requirements from NCI and can modify the specific components of the software and finish the task precisely as required by NCI in a timely manner. The team at COMStar Computing Technology Institute has successfully conducted tasks similar to projects in this acquisition and it's led the project SEER*CMapper under the support of a previous NCI contract, making them the uniquely qualified source to the requested tasks which no other researcher possesses. Any efforts to identify the required skills and expertise through outside sources would be risks of tasks not being successfully finished, potential delays, and cost increases in completing the required work. (d)Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
