Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL) to procure and upgrade USAARL's current NUH-60 simulator display system to the same configuration of the U.S. Army's Flight School XXI (FSXXI) UH-60A/L simulators without competition as prescribed in FAR 13.5. This requirement includes procurement of hardware to upgrade (including software reprogramming) the current CATi X-IG v4.1 software driven Image Generator from a current state of three (3) channels to a CATi X-IG v4.1 seven (7) channel system. CATI, Inc. is the original developer of the X-IG Image Generator Software (IGS), and the IGS for the NUH-60FS Simulator. They are fully-versed on all simulator display systems at USAARL, and have worked directly on and upgraded the existing NUH-60 simulator visual display system with a Government owned RSi Visual Systems, Inc., CV10 collimated optical display. CATI, Inc. also integrated the existing partial UH-60M PFD/MFD displays to the NUH-60FS simulator and upgraded the NUH-60FS simulator image generator system to X-IG v4.1 software and computer/graphics hardware. This requirement also includes the upgrade of the current NUH-60 simulator display system with a new full motion RSI CV10R dome to include chin window displays. The RSi Visual Systems, Inc.'s CV10R collimated optical display is the display currently in use in the U.S. Army's Flight School XXI UH-60A/L simulators and therefore is the only display that can fulfill USAARL's requirement to upgrade their existing NUH-60 Visual Display System to the same configuration of the U.S. Army's Flight School XXI (FSXXI) UH-60A/L simulators. The requirement for the USAARL simulator to be the same as FSXXI is of paramount importance to ensure a realistic and relevant process is present regarding aviation testing and research. It is also prudent from a long-term sustainment viewpoint to leverage the enduring logistics (e.g. spare parts and maintenance expertise) associated with the robust FSXXI operations. CATI, Inc. is the only source capable of upgrading the existing proprietary CATi X-IG v4.1 Image Generator and IGS and integrating with the required RSI CV10R displays. CATI, Inc. has a development testbed and configuration management system for X-IG coding, testing, debugging, and hardware integration for the NUH-60FS simulator. The North American Industry Classification System (NAICS) for this requirement is 333318 and PSC 6610. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to CATI, Inc. All questions and responses concerning this notice shall be emailed to Rudolph Spencer at Rudolph.j.spencer.civ@mail.mil. Interested concerns must identify their capability in writing to the above email address no later than 10:00 AM ET, 11 September 2019.
